1 1 Section 1. NEW SECTION. 99D.9A LICENSEES &endash; COLLECTIVE
1 2 BARGAINING.
1 3 A licensee of a racetrack and racetrack enclosure owned by
1 4 a county and licensed under sections 99D.9 and 99F.4A shall be
1 5 deemed to be a public employer, as defined pursuant to section
1 6 20.3, for the purpose of permitting eligible employees of the
1 7 licensee to bargain collectively pursuant to chapter 20. The
1 8 public employment relations board shall adopt rules pursuant
1 9 to chapter 17A to implement the procedures for providing
1 10 eligible employees of such a licensee the right to bargain
1 11 collectively consistent with the provisions of chapter 20.
1 12 EXPLANATION
1 13 This bill provides that a licensee under chapters 99D and
1 14 99F that operates a horse or dog track that conducts pari-
1 15 mutuel wagering and operates gambling games at a racetrack and
1 16 racetrack enclosure owned by a county is considered a public
1 17 employer for purposes of permitting their employees to bargain
1 18 collectively pursuant to chapter 20.
