  1  1    Section 1.  Section 321.21, subsection 3, Code 1995, is
  1  2 amended to read as follows:
  1  3    3.  The department shall also issue special mobile
  1  4 equipment plates as applied for, which shall have displayed
  1  5 the general distinguishing number assigned to the applicant.
  1  6 Each plate or pair of plates issued shall have displayed on
  1  7 the face of the plate the words:  Special Mobile Equipment.
  1  8 The fee for each plate or pair of special plates is fifteen
  1  9 dollars.
  1 10    Sec. 2.  Section 321.34, Code Supplement 1995, is amended
  1 11 to read as follows:
  1 12    321.34  PLATES PLATE OR VALIDATION STICKER FURNISHED &endash;
  1 13 RETAINED BY OWNER &endash; SPECIAL PLATES.
  1 14    1.  PLATES PLATE ISSUED.  The county treasurer upon
  1 15 receiving application, accompanied by proper fee, for
  1 16 registration of a vehicle shall issue to the owner one
  1 17 registration plate for a motorcycle, motorized bicycle, truck
  1 18 tractor, trailer, or semitrailer and two registration plates
  1 19 for every other motor vehicle.  The registration plates plate,
  1 20 including special registration plates, shall be assigned to
  1 21 the owner of a vehicle.  When the owner of a registered
  1 22 vehicle transfers or assigns ownership of the vehicle to
  1 23 another person, the owner shall remove the registration plates
  1 24 plate from the vehicle.  The owner shall forward the plates
  1 25 plate to the county treasurer where the vehicle is registered
  1 26 or the owner may have the plates plate assigned to another
  1 27 vehicle within thirty days after transfer, upon payment of the
  1 28 fees required by law.  The owner shall immediately affix
  1 29 registration plates the plate retained by the owner to another
  1 30 vehicle owned or acquired by the owner, providing the owner
  1 31 complies with section 321.46.  The department shall adopt
  1 32 rules providing for the assignment of a registration plates
  1 33 plate to the transferee of a vehicle for which a credit is
  1 34 allowed under section 321.46, subsection 6.
  1 35    2.  VALIDATION STICKERS.  In lieu of issuing a new
  2  1 registration plates plate each registration year for a vehicle
  2  2 renewing registration, the department may reassign the
  2  3 registration plates plate previously issued to the vehicle and
  2  4 may adopt and prescribe annual validation stickers indicating
  2  5 payment of registration fees.  The department shall issue two
  2  6 validation stickers for each set of registration plates plate.
  2  7 One sticker shall specify the year of expiration of the
  2  8 registration period.  The second sticker shall specify the
  2  9 month of expiration of the registration period and need not be
  2 10 reissued annually.  The month of registration shall not be
  2 11 required on registration plates or validation stickers issued
  2 12 for vehicles registered under chapter 326.  The stickers shall
  2 13 be displayed only on the rear registration plate, except that
  2 14 the stickers shall be displayed on the front registration
  2 15 plate of a truck-tractor.
  2 16    The state department of transportation shall promulgate
  2 17 adopt rules to provide for the placement of motor vehicle
  2 18 registration validation stickers on all a registration plates
  2 19 plate issued for the a motor vehicle when such validation
  2 20 stickers are issued in lieu of issuing a new registration
  2 21 plates under the provisions of this section plate.
  2 22    3.  RADIO OPERATORS PLATES PLATE.  The owner of an
  2 23 automobile, light delivery truck, panel delivery truck, or
  2 24 pickup who holds an amateur radio license issued by the
  2 25 federal communications commission may, upon written
  2 26 application to the county treasurer accompanied by a fee of
  2 27 five dollars, order a special registration plates plate
  2 28 bearing the call letters authorized the radio station covered
  2 29 by the person's amateur radio license.  When received by the
  2 30 county treasurer, such a special registration plates plate
  2 31 shall be issued to the applicant in exchange for the
  2 32 registration plates plate previously issued to the person.
  2 33 Not more than one set of special registration plates plate may
  2 34 be issued to an applicant.  Said The fee shall be in addition
  2 35 to and not in lieu of the fee for a regular registration
  3  1 plates plate.  Special A special registration plates plate
  3  2 must be surrendered upon expiration of the owner's amateur
  3  3 radio license and the owner shall thereupon be entitled to the
  3  4 owner's regular registration plates plate.  The county
  3  5 treasurer shall validate a special plates plate in the same
  3  6 manner as a regular registration plates plate, upon payment of
  3  7 five dollars in addition to the regular annual registration
  3  8 fee.
  3  9    4.  MULTIYEAR PLATES PLATE.  In lieu of issuing annual
  3 10 registration plates for trailers and semitrailers, the
  3 11 department may issue a multiyear registration plate for a
  3 12 three-year period or a permanent registration plate for
  3 13 trailers and semitrailers licensed under chapter 326 upon
  3 14 payment of the appropriate registration fee.  Payment of fees
  3 15 to the department for a permanent registration plate shall, at
  3 16 the option of the registrant, be made at five-year intervals
  3 17 or on an annual basis.  Fees from three-year and five-year
  3 18 payments shall not be reduced or prorated.
  3 19    5.  PERSONALIZED REGISTRATION PLATES PLATE.
  3 20    a.  Upon application and the payment of a fee of twenty-
  3 21 five dollars, the director may issue to the owner of a motor
  3 22 vehicle registered in this state or a trailer or travel
  3 23 trailer registered in this state, a personalized registration
  3 24 plates plate marked with up to seven initials, letters, or
  3 25 combination of numerals and letters requested by the owner.
  3 26 However, a personalized registration plates plate for
  3 27 motorcycles and motorized bicycles shall be marked with no
  3 28 more than six initials, letters, or combinations of numerals
  3 29 and letters.  Upon receipt of the personalized registration
  3 30 plates plate, the applicant shall surrender the regular
  3 31 registration plates plate to the county treasurer.  The fee
  3 32 for issuance of the personalized registration plates plate
  3 33 shall be in addition to the regular annual registration fee.
  3 34    b.  The county treasurer shall validate a personalized
  3 35 registration plates plate in the same manner as a regular
  4  1 registration plates are plate is validated under this section
  4  2 at an annual fee of five dollars in addition to the regular
  4  3 annual registration fee.  A person renewing a personalized
  4  4 registration plate within one month following the time
  4  5 requirements under section 321.40 may renew the personalized
  4  6 plate without paying the additional registration fee under
  4  7 paragraph "a" but shall pay the five-dollar fee in addition to
  4  8 the regular registration fee and any penalties subject to
  4  9 regular registration plate holders for late renewal.
  4 10    c.  The fees collected by the director under this section
  4 11 shall be paid to the treasurer of state and credited by the
  4 12 treasurer of state as provided in section 321.145.
  4 13    6.  SAMPLE VEHICLE REGISTRATION PLATES PLATE.  Vehicle A
  4 14 vehicle registration plates plate displaying the general
  4 15 design of a regular registration plates plate, with the word
  4 16 "sample" displayed on the plate, may be furnished to any
  4 17 person upon payment of a fee of three dollars, except that
  4 18 such plates may be furnished to governmental agencies without
  4 19 cost.  Sample A sample registration plates plate shall not be
  4 20 attached to a vehicle moved on the highways of this state.
  4 21    7.  HANDICAPPED PLATES PLATE.  The owner of a motor vehicle
  4 22 subject to registration pursuant to section 321.109,
  4 23 subsection 1, light delivery truck, panel delivery truck, or
  4 24 pickup, who is a handicapped person, or who is the parent or
  4 25 guardian of a child who resides with the parent or guardian
  4 26 owner and who is a handicapped person, as defined in section
  4 27 321L.1, may, upon written application to the department, order
  4 28 a handicapped registration plates plate designed by the
  4 29 department bearing the international symbol of accessibility.
  4 30 The handicapped registration plates plate shall only be issued
  4 31 if the application is accompanied with a statement from a
  4 32 physician licensed under chapter 148, 149, 150, or 150A, or a
  4 33 chiropractor licensed under chapter 151, written on the
  4 34 physician's or chiropractor's stationery, stating the nature
  4 35 of the applicant's or the applicant's child's handicap and
  5  1 such additional information as required by rules adopted by
  5  2 the department, including proof of residency of a child who is
  5  3 a handicapped person.  If the application is approved by the
  5  4 department the handicapped registration plates plate shall be
  5  5 issued to the applicant in exchange for the previous
  5  6 registration plates plate issued to the person.  The
  5  7 department shall validate the handicapped plates plate in the
  5  8 same manner as a regular registration plates are plate is
  5  9 validated under this section at the regular annual
  5 10 registration fee.  However, the handicapped plates plate shall
  5 11 not be renewed without the applicant furnishing evidence to
  5 12 the department that the owner of the motor vehicle or the
  5 13 owner's child is still a handicapped person as defined in
  5 14 section 321L.1, unless the applicant has previously provided
  5 15 satisfactory evidence to the department that the owner of the
  5 16 vehicle or the owner's child is permanently handicapped in
  5 17 which case the furnishing of additional evidence shall not be
  5 18 required for renewal.  However, an owner who has a child who
  5 19 is a handicapped person shall provide satisfactory evidence to
  5 20 the department that the handicapped child continues to reside
  5 21 with the owner.  The handicapped registration plates plate
  5 22 shall be surrendered in exchange for a regular registration
  5 23 plates plate when the owner of the motor vehicle or the
  5 24 owner's child no longer qualifies as a handicapped person as
  5 25 defined in section 321L.1 or when the owner's child who is a
  5 26 handicapped person no longer resides with the owner.
  5 27    8.  PRISONER OF WAR PLATES PLATE.  The owner of a motor
  5 28 vehicle subject to registration under section 321.109,
  5 29 subsection 1, light delivery truck, panel delivery truck or
  5 30 pickup who was a prisoner of war during the second world war
  5 31 at any time between December 7, 1941, and December 31, 1946,
  5 32 the Korean Conflict at any time between June 25, 1950, and
  5 33 January 31, 1955, or the Vietnam Conflict at any time between
  5 34 August 5, 1964, and June 30, 1973, all dates inclusive, may
  5 35 upon written application to the department, order a special
  6  1 registration plates plate designed by the department in
  6  2 cooperation with the adjutant general which plates signify
  6  3 signifies that the applicant was a prisoner of war as defined
  6  4 in this subsection.  Each An applicant applying for special
  6  5 registration plates under this subsection may purchase only
  6  6 one set of registration plates plate under this subsection.
  6  7 The application is subject to approval by the department, in
  6  8 consultation with the adjutant general, and the special
  6  9 registration plates plate shall be issued to the applicant in
  6 10 exchange for the registration plates plate previously issued
  6 11 to the person.  The special plates plate shall contain the
  6 12 letters "POW" and three numerals and are is subject to an
  6 13 annual registration fee of fifteen dollars.  The department
  6 14 shall validate the special plates plate in the same manner as
  6 15 a regular registration plates are plate is validated under
  6 16 this section.
  6 17    9.  NATIONAL GUARD PLATES PLATE.  The owner of a motor
  6 18 vehicle subject to registration pursuant to section 321.109,
  6 19 subsection 1, light delivery truck, panel delivery truck or
  6 20 pickup who is a member of the national guard, as defined in
  6 21 chapter 29A, may upon written application to the department,
  6 22 order a special registration plates plate designed by the
  6 23 department in co-operation with the adjutant general which
  6 24 plates signify signifies that the applicant is a member of the
  6 25 national guard.  The application shall be approved by the
  6 26 department, in consultation with the adjutant general, and the
  6 27 special registration plates plate shall be issued to the
  6 28 applicant in exchange for the registration plates plate
  6 29 previously issued to the person.  The fee for the special
  6 30 plates plate shall be five dollars which shall be in addition
  6 31 to the regular annual registration fee.  The department shall
  6 32 validate the special plates plate in the same manner as a
  6 33 regular registration plates are plate is validated under this
  6 34 section at the regular annual registration fee.  Special A
  6 35 special registration plates plate shall be surrendered in
  7  1 exchange for a regular registration plates plate upon
  7  2 termination of the owner's membership in the active national
  7  3 guard.
  7  4    10.  COLLEGIATE PLATES PLATE.
  7  5    a.  Upon application and payment of the proper fees, the
  7  6 director may issue to the owner of a motor vehicle, trailer,
  7  7 or travel trailer registered in this state, a collegiate
  7  8 registration plates plate.  Upon receipt of the collegiate
  7  9 registration plates plate, the applicant shall surrender the
  7 10 regular registration plates plate to the county treasurer.
  7 11    b.  Collegiate registration plates shall be designed for
  7 12 each of the three state universities.  The collegiate
  7 13 registration plates shall be designated as follows:
  7 14    (1)  The letters "ISU" followed by a four-digit number all
  7 15 in cardinal on a gold background for Iowa state university of
  7 16 science and technology.
  7 17    (2)  The letters "UNI" followed by a four-digit number all
  7 18 in purple on a gold background for the university of northern
  7 19 Iowa.
  7 20    (3)  The letters "UI" followed by a four-digit number all
  7 21 in black on a gold background for the state university of
  7 22 Iowa.
  7 23    (4)  In lieu of the letter number designation provided
  7 24 under subparagraphs (1) through (3), the a collegiate
  7 25 registration plates plate may be designated in the manner
  7 26 provided for a personalized registration plates plate under
  7 27 subsection 5, paragraph "a", in the colors designated for the
  7 28 respective universities under subparagraphs (1) through (3).
  7 29    c.  The fees for a collegiate registration plate are as
  7 30 follows:
  7 31    (1)  A registration fee of twenty-five dollars.
  7 32    (2)  A special collegiate registration fee of twenty-five
  7 33 dollars.
  7 34    These fees are in addition to the regular annual
  7 35 registration fee.  The fees collected by the director under
  8  1 this subsection shall be paid monthly to the treasurer of
  8  2 state and credited by the treasurer of state to the road use
  8  3 tax fund.  Notwithstanding section 423.24 and prior to the
  8  4 revenues being credited to the road use tax fund under section
  8  5 423.24, subsection 1, paragraph "d", the treasurer of state
  8  6 shall credit monthly from those revenues respectively, to Iowa
  8  7 state university of science and technology, the university of
  8  8 northern Iowa, and the state university of Iowa, the amount of
  8  9 the special collegiate registration fees collected in the
  8 10 previous month for collegiate registration plates designed for
  8 11 the university.  The moneys credited are appropriated to the
  8 12 respective universities to be used for scholarships for
  8 13 students attending the universities.
  8 14    d.  The county treasurer shall validate a collegiate
  8 15 registration plates plate in the same manner as a regular
  8 16 registration plates are plate is validated under this section
  8 17 at an annual fee of five dollars in addition to the regular
  8 18 annual registration fee.
  8 19    e.  A collegiate registration plate shall not be issued if
  8 20 its combination of alphanumeric characters are identical to
  8 21 those contained on a current personalized registration plate
  8 22 issued under subsection 5.  However, the owner of a motor
  8 23 vehicle who has a personalized registration plate issued for
  8 24 the motor vehicle may, after proper application and payment of
  8 25 fees, be issued a collegiate registration plate containing the
  8 26 same alphanumeric characters as those on the personalized
  8 27 plate.  Upon receipt of the a collegiate registration plates
  8 28 plate, the owner shall surrender the personalized registration
  8 29 plates plate to the county treasurer.
  8 30    11.  CONGRESSIONAL MEDAL OF HONOR PLATES PLATE.  The owner
  8 31 of a motor vehicle subject to registration under section
  8 32 321.109, subsection 1, light delivery truck, panel delivery
  8 33 truck or pickup who has been awarded the congressional medal
  8 34 of honor may, upon written application to the department,
  8 35 order a special registration plates plate which shall be red,
  9  1 white, and blue in color and shall bear an emblem of the
  9  2 congressional medal of honor and an identifying number.  Each
  9  3 an applicant applying for special registration plates under
  9  4 this subsection may purchase only one set of registration
  9  5 plates under this subsection plate.  The application is
  9  6 subject to approval by the department and the special
  9  7 registration plates plate shall be issued to the applicant in
  9  8 exchange for the registration plates plate previously issued
  9  9 to the person.  The A special plates are plate is subject to
  9 10 an annual registration fee of fifteen dollars.  The department
  9 11 shall validate the a special plates plate in the same manner
  9 12 as a regular registration plates are plate is validated under
  9 13 this section.  The department shall not issue special
  9 14 registration plates until service organizations in the state
  9 15 have furnished the department either the special dies or the
  9 16 cost of the special dies necessary for the manufacture of the
  9 17 special registration plate.
  9 18    12.  PEARL HARBOR PLATES PLATE.  Effective January 1, 1990,
  9 19 the The owner of a motor vehicle subject to registration under
  9 20 section 321.109, subsection 1, light delivery truck, panel
  9 21 delivery truck or pickup who was at Pearl Harbor, Hawaii, as a
  9 22 member of the armed services of the United States on December
  9 23 7, 1941, may, upon written application to the department,
  9 24 order a special registration plates plate.  The special
  9 25 registration plates plate shall bear the notation or emblem
  9 26 reading "PEARL HARBOR SURVIVOR, DECEMBER 7, 1941" followed by
  9 27 four identifying letters or numbers.  Each applicant applying
  9 28 for a special registration plates under this subsection plate
  9 29 may purchase only one set of registration plates plate.  The
  9 30 application is subject to approval by the department.  Upon
  9 31 receipt of the special registration plates plate, the
  9 32 applicant shall surrender the regular registration plates
  9 33 plate to the county treasurer.  The fee for the issuance of
  9 34 the special registration plates plate is twenty-five dollars
  9 35 which shall be in addition to the regular annual registration
 10  1 fee.  Seriously disabled veterans who are exempted from
 10  2 payment of the annual registration fee under section 321.105,
 10  3 shall pay only the twenty-five dollar fee for issuance of the
 10  4 special registration plates plate.  The county treasurer shall
 10  5 validate the special registration plates plate in the same
 10  6 manner as a regular registration plates are plate is validated
 10  7 under this section with no additional registration fee being
 10  8 required other than the regular annual registration fee.
 10  9    13.  PURPLE HEART PLATES PLATE.  The owner of a motor
 10 10 vehicle subject to registration pursuant to section 321.109,
 10 11 subsection 1, light delivery truck, panel delivery truck, or
 10 12 pickup who was awarded a purple heart medal by the United
 10 13 States government for wounds received in military or naval
 10 14 combat against an armed enemy of the United States, may upon
 10 15 written application to the department and presentation of
 10 16 satisfactory proof of the award of the purple heart medal,
 10 17 order a special registration plates plate.  The design of the
 10 18 plates shall include a representation of a purple heart medal
 10 19 and ribbon centered on the left side of the plate and the
 10 20 words "Combat Wounded" centered on the bottom of the plate.
 10 21 The plates shall be numbered in sequence beginning with 00001.
 10 22 The application is subject to approval by the department in
 10 23 consultation with the adjutant general.  The special
 10 24 registration plates plate shall be issued to the applicant in
 10 25 exchange for the registration plates plate previously issued
 10 26 to the person.  The fee for the purple heart plates plate
 10 27 shall be twenty-five dollars which shall be in addition to the
 10 28 regular annual registration fee.  The department shall
 10 29 validate the special plates plate in the same manner as a
 10 30 regular registration plates are plate is validated under this
 10 31 section.
 10 32    14.  SESQUICENTENNIAL PLATES PLATE.
 10 33    a.  Upon application and payment of the proper fees, the
 10 34 director may issue sesquicentennial plates plate to the owner
 10 35 of a motor vehicle subject to registration under section
 11  1 321.109, subsection 1, light delivery truck, panel delivery
 11  2 truck, pickup, motor home, multipurpose vehicle, or travel
 11  3 trailer.
 11  4    b.  In lieu of the letter number designation, the a
 11  5 sesquicentennial plates plate may be designated in the manner
 11  6 provided for a personalized registration plates plate under
 11  7 subsection 5, paragraph "a".  A sesquicentennial plate shall
 11  8 not be issued if its combination of alphanumeric characters is
 11  9 identical to those contained on a current personalized
 11 10 registration plate issued under subsection 5, or a
 11 11 personalized collegiate registration plate issued under
 11 12 subsection 10.  However, the owner of a motor vehicle who has
 11 13 either a personalized registration plates plate or a
 11 14 personalized collegiate registration plates plate issued for a
 11 15 vehicle may, after proper application and payment of fees, be
 11 16 issued a sesquicentennial registration plate containing the
 11 17 same alphanumeric characters as those on the personalized
 11 18 registration plates plate or personalized collegiate
 11 19 registration plates plate.
 11 20    c.  The special sesquicentennial fee for a letter number
 11 21 designated sesquicentennial plates plate is fifteen dollars.
 11 22 The fee for a personalized sesquicentennial plates plate is
 11 23 twenty-five dollars which shall be paid in addition to the
 11 24 special sesquicentennial fee of fifteen dollars.  The fees
 11 25 collected by the director under this subsection shall be paid
 11 26 monthly to the treasurer of state and credited to the road use
 11 27 tax fund.  Notwithstanding section 423.24, and prior to the
 11 28 crediting of revenues to the road use tax fund under section
 11 29 423.24, subsection 1, paragraph "d", the treasurer of state
 11 30 shall credit monthly from those revenues to the
 11 31 sesquicentennial fund established in section 7G.1, the amount
 11 32 of the special sesquicentennial fees collected in the previous
 11 33 month for the sesquicentennial plates.
 11 34    d.  Upon receipt of the special registration plates plate,
 11 35 the applicant shall surrender the current registration receipt
 12  1 and plates plate to the county treasurer.  The county
 12  2 treasurer shall validate the special registration plates plate
 12  3 in the same manner as a regular registration plates are plate
 12  4 is validated under this section.  The annual special
 12  5 sesquicentennial fee for a letter number designated plates
 12  6 plate is ten dollars which shall be paid in addition to the
 12  7 regular annual registration fee.  The annual fee for a
 12  8 personalized sesquicentennial plates plate is five dollars
 12  9 which shall be paid in addition to the annual special
 12 10 sesquicentennial fee and the regular annual registration fee.
 12 11 The annual special sesquicentennial fee shall be credited as
 12 12 provided under paragraph "c".
 12 13    e.  The sesquicentennial plate series shall not be
 12 14 available to new applicants or renewable after January 1,
 12 15 1997.  Upon the expiration of the series, the owner of a motor
 12 16 vehicle who has a personalized sesquicentennial plates plate
 12 17 may, after proper application and payment of fees, be issued
 12 18 either a personalized registration plates plate or a
 12 19 personalized collegiate registration plates plate containing
 12 20 the same alphanumeric characters as those on the personalized
 12 21 sesquicentennial plates plate.
 12 22    15.  LEASED VEHICLES.  Registration plates A registration
 12 23 plate authorized for issuance under this section may be issued
 12 24 to the lessee of a motor vehicle if the lessee provides
 12 25 evidence of a lease for a period of more than sixty days and
 12 26 if the lessee complies with the requirements, under this
 12 27 section, for issuance of the specific registration plates
 12 28 plate.
 12 29    16.  FIRE FIGHTER PLATES PLATE.  The owner of a motor
 12 30 vehicle subject to registration pursuant to section 321.109,
 12 31 subsection 1, light delivery truck, panel delivery truck,
 12 32 pickup, motor home, multipurpose vehicle, or travel trailer
 12 33 who is a current or former member of a paid or volunteer fire
 12 34 department, may upon written application to the department,
 12 35 order a special registration plates plate, designed by the
 13  1 department in cooperation with representatives designated by
 13  2 the Iowa fire fighters' associations, which plates signify
 13  3 signifies that the applicant is a current or former member of
 13  4 a paid or volunteer fire department.  The application shall be
 13  5 approved by the department, in consultation with
 13  6 representatives designated by the Iowa fire fighters'
 13  7 associations, and the special registration plates plate shall
 13  8 be issued to the applicant in exchange for the registration
 13  9 plates plate previously issued to the person.  The fee for the
 13 10 special plates plate shall be twenty-five dollars which shall
 13 11 be in addition to the regular annual registration fee.  The
 13 12 department shall validate the special plates plate in the same
 13 13 manner as a regular registration plates are plate is validated
 13 14 under this section at the regular annual registration fee.
 13 15    17.  NATURAL RESOURCES PLATES PLATE.
 13 16    a.  Upon application and payment of the proper fees, the
 13 17 director may issue a natural resources plates plate to the
 13 18 owner of a motor vehicle subject to registration under section
 13 19 321.109, subsection 1, light delivery truck, panel delivery
 13 20 truck, pickup, motor home, multipurpose vehicle, or travel
 13 21 trailer.
 13 22    b.  Natural resources plates shall be designed by the
 13 23 department in cooperation with the department of natural
 13 24 resources which design shall include on the plate the name of
 13 25 the county where the vehicle is registered.
 13 26    c.  The special natural resources fee for a letter number
 13 27 designated natural resources plates plate is thirty-five
 13 28 dollars.  The fee for a personalized natural resources plates
 13 29 plate is forty-five dollars which shall be paid in addition to
 13 30 the special natural resources fee of thirty-five dollars.  The
 13 31 fees collected by the director under this subsection shall be
 13 32 paid monthly to the treasurer of state and credited to the
 13 33 road use tax fund.  Notwithstanding section 423.24, and prior
 13 34 to the crediting of revenues to the road use tax fund under
 13 35 section 423.24, subsection 1, paragraph "d", the treasurer of
 14  1 state shall credit monthly from those revenues to the Iowa
 14  2 resources enhancement and protection fund created pursuant to
 14  3 section 455A.18, the amount of the special natural resources
 14  4 fees collected in the previous month for the natural resources
 14  5 plates.
 14  6    d.  Upon receipt of the special registration plates plate,
 14  7 the applicant shall surrender the current registration receipt
 14  8 and plates plate to the county treasurer.  The county
 14  9 treasurer shall validate the special registration plates plate
 14 10 in the same manner as a regular registration plates are plate
 14 11 is validated under this section.  The annual special natural
 14 12 resources fee for a letter number designated plates plate is
 14 13 ten dollars which shall be paid in addition to the regular
 14 14 annual registration fee.  The annual fee for a personalized
 14 15 natural resources plates plate is five dollars which shall be
 14 16 paid in addition to the annual special natural resources fee
 14 17 and the regular annual registration fee.  The annual special
 14 18 natural resources fee shall be credited as provided under
 14 19 paragraph "c".
 14 20    Sec. 3.  Section 321.37, Code 1995, is amended to read as
 14 21 follows:
 14 22    321.37  DISPLAY OF PLATES REGISTRATION PLATE.
 14 23    Registration plates A registration plate issued for a motor
 14 24 vehicle other than a motorcycle, motorized bicycle or a truck
 14 25 tractor shall be attached to the rear of the motor vehicle,
 14 26 one in the front and the other in the rear. The registration
 14 27 plate issued for a motorcycle or other vehicle required to be
 14 28 registered hereunder shall be attached to the rear of the
 14 29 vehicle.  The registration plate issued for a truck tractor
 14 30 shall be attached to the front of the truck tractor.  The
 14 31 special plate issued to a dealer shall be attached on the rear
 14 32 of the vehicle when operated on the highways of this state.
 14 33    It is unlawful for the owner of a vehicle to place any
 14 34 frame around or over the registration plate which does not
 14 35 permit full view of all numerals and letters printed on the
 15  1 registration plate.
 15  2    Sec. 4.  Section 321.166, subsection 2, Code 1995, is
 15  3 amended to read as follows:
 15  4    2.  Every registration plate or pair of plates shall
 15  5 display a registration plate number which shall consist of
 15  6 alphabetical or numerical characters or a combination thereof
 15  7 and the name of this state, which may be abbreviated.  Every
 15  8 registration plate issued by the county treasurer shall
 15  9 display the name of the county except plates issued for truck
 15 10 tractors, motorcycles, motorized bicycles, travel trailers,
 15 11 semitrailers and trailers.  The year of expiration or the date
 15 12 of expiration shall be displayed on the vehicle registration
 15 13 plates plate, except plates issued under section 321.19.
 15 14 Special truck registration plates shall display the word
 15 15 "special".
 15 16    Sec. 5.  APPLICABILITY.  This Act shall apply only to the
 15 17 issuance of new registration plates by the state department of
 15 18 transportation.
 15 19    Sec. 6.  CODE EDITOR.  The Code editor shall make any
 15 20 conforming changes to the Code that are necessary to bring the
 15 21 Code into compliance with the issuance of a single motor
 15 22 vehicle registration plate as required by this Act.
 15 23    Sec. 7.  EFFECTIVE DATE.  This Act, being deemed of
 15 24 immediate importance, takes effect upon enactment.  
 15 25                           EXPLANATION
 15 26    This bill requires the state department of transportation
 15 27 to issue single motor vehicle registration plates rather than
 15 28 the double registration plates that are currently being
 15 29 issued.  The bill applies only to the issuance of new
 15 30 registration plates.  The bill directs the Code editor to make
 15 31 conforming changes to the Code.  The bill is effective upon
 15 32 enactment.
