PAG LIN
  1  1    Section 1.  There is appropriated from the general fund of
  1  2 the state to the department of natural resources for the
  1  3 fiscal year beginning July 1, 1996, and ending June 30, 1997,
  1  4 the following amount, or so much thereof as is necessary, to
  1  5 be used for the purpose designated:
  1  6    For statewide forestry and rural development through
  1  7 forestry projects in cooperation with resource, conservation,
  1  8 and development areas, as authorized under the Food and
  1  9 Agriculture Act of 1962, 16 U.S.C. } 3451-3461, and
  1 10 reauthorized under the Food, Agriculture, Conservation, and
  1 11 Trade Act of 1990, 16 U.S.C. } 3459-3461, and to administer
  1 12 the program in cooperation with the United States department
  1 13 of agriculture's natural resources conservation service:

  1 15                           EXPLANATION
  1 16    The 1990 federal farm bill established the rural
  1 17 development through forestry (RDTF) program, 7 U.S.C. } 6601-
  1 18 6617.  The program is administered by the United States
  1 19 department of agriculture's forest service and implemented
  1 20 through state forestry agencies.  Iowa was designated as a
  1 21 pilot state under the federal RDTF program.
  1 22    Rural development through forestry, as administered by the
  1 23 department of natural resources, provides matching grants to
  1 24 local entities for economic development based on forest
  1 25 resources.  In the state of Iowa's pilot program, local
  1 26 projects were identified and carried out primarily through
  1 27 nine resource, conservation, and development (RC&D) areas.
  1 28    RC&D areas are private, not-for-profit corporations that
  1 29 are organized pursuant to chapter 504A of the Code of Iowa.
  1 30 RC&D areas are locally governed by volunteer directors with
  1 31 required representation by the county boards of supervisors,
  1 32 the local soil and water conservation districts, and local
  1 33 people interested in the program.  The purpose of RC&D areas
  1 34 is grass-roots directed development of human, economic, and
  1 35 natural resources.  RC&D areas were authorized under the Food
  2  1 and Agriculture Act of 1962, 16 U.S.C. } 3451-3461, and
  2  2 reauthorized under the Food, Agriculture, Conservation, and
  2  3 Trade Act of 1990, 16 U.S.C. } 3459-3461.
  2  4    This bill appropriates $1,000,000 from the general fund of
  2  5 the state to the department of natural resources for the
  2  6 fiscal year beginning July 1, 1996, and ending June 30, 1997,
  2  7 for statewide forestry and rural development through forestry
  2  8 projects in cooperation with RC&D areas and to administer the
  2  9 program in cooperation with the United States department of
  2 10 agriculture's natural resources conservation service.
