PAG LIN 1 1 Section 1. APPROPRIATIONS. 1 2 1. PART III AUTHORIZED USERS. 1 3 a. There is appropriated from the rebuild Iowa 1 4 infrastructure account of the state created in section 8.57, 1 5 subsection 5, to the Iowa telecommunications network fund 1 6 under the control of the Iowa telecommunications and 1 7 technology commission for the fiscal year beginning July 1, 1 8 1995, and ending June 30, 1996, the following amount, or so 1 9 much thereof as is necessary, to be used for the purpose 1 10 designated: 1 11 For the connection of a minimum of 100 Part III authorized 1 12 users as determined by the commission and communicated to the 1 13 general assembly: 1 14 .................................................. $ 18,540,000 1 15 It is the intent of the general assembly that the contracts 1 16 for the connection of such authorized user sites be awarded 1 17 based on the low site-by-site, defined geographical area, or 1 18 merged area bids as determined by the commission and 1 19 communicated to the general assembly. It is also the intent 1 20 of the general assembly that all area education agencies which 1 21 are not connected to the network be connected to the network 1 22 during the fiscal year which begins on July 1, 1995. It is 1 23 also the intent of the general assembly that the contracts 1 24 awarded for the connections funded pursuant to this subsection 1 25 include a lease period of seven years with the option for an 1 26 extension of three additional years. 1 27 b. It is the intent of the general assembly that the 1 28 appropriation provided for in this section and the connections 1 29 to be made with that appropriation represent the first phase 1 30 of a plan the total cost of which is anticipated to be 1 31 approximately $94,690,000. It is intended that the first four 1 32 years of the plan include the connection of a minimum of 474 1 33 Part III authorized users. It is anticipated that the total 1 34 cost of connections to be completed in the first four years of 1 35 the plan which are to be funded by the general assembly 2 1 through general fund appropriations is to be approximately 2 2 $80,880,000 with additional lease costs to be incurred in 2 3 years five through eight of approximately $13,810,000. The 2 4 costs identified in this paragraph include all maintenance 2 5 costs associated with state-owned hardware, and a three 2 6 percent increase for inflation in fiscal year 1997-1998 and a 2 7 six percent increase for inflation in fiscal year 1998-1999. 2 8 2. SUPPORT SERVICES. There is appropriated from the 2 9 general fund of the state to the Iowa telecommunications 2 10 network fund under the control of the Iowa telecommunications 2 11 and technology commission for the fiscal year beginning July 2 12 1, 1995, and ending June 30, 1996, the following amount, or so 2 13 much thereof as is necessary, to be used for the purposes 2 14 designated: 2 15 For purposes designated in paragraphs "a" through "c": 2 16 .................................................. $ 1,700,000 2 17 a. As a condition of the appropriation in this subsection, 2 18 $250,000 of the amount appropriated shall be expended by the 2 19 public broadcasting division of the department of education to 2 20 provide support for functions related to the network, 2 21 including but not limited to the following functions: 2 22 scheduling for video classrooms; design, preparation, and 2 23 support of interactive classrooms; development of a central 2 24 information source on Internet relating to the network; and 2 25 coordinating the work of the education telecommunications 2 26 council. The division is authorized an additional 5 FTEs for 2 27 the purpose of providing such support. 2 28 b. As a further condition of the appropriation in this 2 29 subsection, $1,200,000 of the amount appropriated shall be 2 30 allocated by the public broadcasting division of the 2 31 department of education to the regional telecommunications 2 32 councils established in section 8D.5. The regional 2 33 telecommunications councils, with assistance from the 2 34 department of education, shall use the funds to provide direct 2 35 staff development for educators, staff development for 3 1 educational uses of Internet and other on-line services, 3 2 technical assistance for network classrooms, and other related 3 3 activities. 3 4 c. As a further condition of the appropriation in this 3 5 subsection, $250,000 of the amount appropriated shall be 3 6 expended by the university of northern Iowa to coordinate 3 7 staff development for educators using educational technology 3 8 in this state. 3 9 3. BRAILLE AND DEAF SCHOOLS. There is appropriated from 3 10 the rebuild Iowa infrastructure account of the state created 3 11 in section 8.57, subsection 5, to the Iowa telecommunications 3 12 network fund under the control of the Iowa telecommunications 3 13 and technology commission for the fiscal year beginning July 3 14 1, 1995, and ending June 30, 1996, the following amount, or so 3 15 much thereof as is necessary, to be used for the purpose 3 16 designated: 3 17 For the connection of the Iowa braille and sight saving 3 18 school established under chapter 269 and the school for the 3 19 deaf established under chapter 270: 3 20 .................................................. $ 250,000 3 21 4. STARC ARMORY. There is appropriated from the general 3 22 fund of the state to the department of public defense for the 3 23 fiscal year beginning July 1, 1995, and ending June 30, 1996, 3 24 the following amount, or so much thereof as is necessary, to 3 25 be used for the purpose designated: 3 26 For salaries, support, maintenance, miscellaneous purposes, 3 27 and for not more than the following full-time equivalent 3 28 positions, for providing technical assistance in the operation 3 29 of the Iowa communications network interactive classroom 3 30 located at the STARC armory national guard facility: 3 31 .................................................. $ 100,000 3 32 ............................................... FTEs 2.0 3 33 Sec. 2. ADDITIONAL CONNECTIONS. Notwithstanding section 3 34 8D.13, subsection 5, the state may own and the commission 3 35 shall provide for the construction and connection to the 4 1 network of all of the following: 4 2 1. The heartland area education agency. 4 3 2. Fort Madison high school. 4 4 3. Seventeen sites identified by the commission which are 4 5 Part III authorized users and which are located within one and 4 6 one-half miles from a national guard fiber optic cable route 4 7 used or to be used for connecting a facility, identified by 4 8 the commission and communicated to the general assembly. 4 9 4. Two sites identified by the commission which are Part 4 10 III authorized users and which are associated with the Rock 4 11 Island-Iowa national guard fiber project. 4 12 Sec. 3. METRO CONNECTIONS. Notwithstanding the provisions 4 13 of chapter 8D, the commission shall provide for the connection 4 14 and normalization to the network of the following: 4 15 1. The Dubuque, Iowa, metronet, which includes three Part 4 16 III schools on a leased network. 4 17 2.
