PAG LIN 1 1 Section 1. There is appropriated from the general fund of 1 2 the state to the department of education for the fiscal year 1 3 beginning July 1, 1995, and ending June 30, 1996, the 1 4 following amount, or so much thereof as may be necessary, to 1 5 be used for the purpose designated: 1 6 SCHOOL-TO-WORK PROGRAMS 1 7 For planning and monitoring the development of school-to- 1 8 work systems and for not more than the following full-time 1 9 equivalent position: 1 10 .................................................. $ 1,000,000 1 11 ............................................... FTEs 1.00 1 12 From the moneys appropriated in this section, $60,000 shall 1 13 be allocated to each of the 15 existing regional school-to- 1 14 work partnerships as defined in section 258.18, subsection 2 1 15 for developing, strengthening, and supporting school-to-work 1 16 system development efforts pursuant to section 258.18, 1 17 subsection 2. 1 18 Moneys appropriated to the department for the purposes of 1 19 the quality futures program for the fiscal year beginning July 1 20 1, 1995, and ending June 30, 1996, by the Seventy-sixth 1 21 General Assembly, 1995 Session, in Senate File 266, if 1 22 enacted, shall be used solely for the purposes of the school- 1 23 to-work planning programs as described in this section. The 1 24 moneys appropriated to the department of education in this 1 25 section shall be reduced by an amount equal to any moneys 1 26 appropriated to the department of education for the fiscal 1 27 year beginning July 1, 1995, and ending June 30, 1996, for the 1 28 quality futures program by the Seventy-sixth General Assembly, 1 29 1995 Session, in Senate File 266, if enacted. 1 30 Sec. 2. Section 258.18, Code 1995, is amended to read as 1 31 follows: 1 32 258.18 SCHOOL-TO-WORK TRANSITION SYSTEM. 1 33 1. The departments of education, employment services, and 1 34 economic development shall develop a statewide school-to-work 1 35 transition system in consultation with local school districts, 2 1 community colleges, and labor, business, and industry 2 2 interests. Initially the development of the system shall 2 3 focus upon youth apprenticeship and as development continues 2 4 shall incorporate additional recommendations regarding 2 5 expansion of other school-to-work opportunities for high 2 6 school youths. The system shall be designed to attain the 2 7 following objectives: 2 81.a. Motivate youths to stay in school and become 2 9 productive citizens. 2 102.b. Set high standards by promoting higher academic 2 11 performance levels. 2 123.c. Connect work and learning so that the classroom is 2 13 linked to worksite learning and experience. 2 144.d. Ready students for work in order to improve their 2 15 prospects for immediate employment after leaving school on 2 16 paths that provide significant opportunity to continued 2 17 education and career development. 2 185.e. Engage employers and workers by promoting their 2 19 participation in the education of youth in order to ensure the 2 20 development of a skilled, flexible, entry-level workforce. 2 216.f. Provide a framework to position the state to access 2 22 federal resources for state youth apprenticeship systems and 2 23 local programs. 2 24 2. The department of education shall provide for the 2 25 establishment of regional school-to-work partnerships for the 2 26 purpose of planning, developing, implementing, and 2 27 strengthening school-to-work system development efforts in 2 28 accordance with subsection 1. Regional school-to-work 2 29 partnerships shall be composed of employment and training 2 30 professional staff from the department of economic development 2 31 and the department of employment services, representatives 2 32 from local education agencies, the community college, area 2 33 education agency, and regional vocational planning board or 2 34 consortia serving the region, and regional representatives 2 35 from business, labor, and community service organizations. 3 1 Each regional partnership shall collaborate with the courts, 3 2 the department of human services, and other entities serving 3 3 at-risk youth. If the general assembly appropriates moneys 3 4 for a fiscal year for purposes of this subsection, the 3 5 regional school-to-work partnerships shall submit a plan and a 3 6 budget for local school-to-work system development efforts by 3 7 September 1 of that fiscal year. The department shall develop 3 8 criteria for the approval of plans and budgets submitted under 3 9 this subsection. In addition to the requirements of 3 10 subsection 1, an approved school-to-work system development 3 11 effort shall provide for the following: 3 12 a. Administration of an employability skills assessment to 3 13 students at the ninth grade and twelfth grade levels. The 3 14 employability skills assessment shall measure employability 3 15 skills that include, but are not limited to, reading for 3 16 information, applied mathematics, listening, and writing. 3 17 b. Curricula designed to set high standards for all 3 18 students and create career pathways to prepare students for 3 19 high-wage, high-skill careers, and for further education and 3 20 training. The curricula shall be designed through the 3 21 cooperative efforts of secondary and postsecondary education 3 22 professionals, business professionals, and community services 3 23 professionals. 3 24 c. Incentives for students to meet high standards. 3 25 d. Career guidance, exploration, and counseling for 3 26 students. 3 27 e. Team teaching within the school or in partnership with 3 28 business or postsecondary schools. 3 29 3. Notwithstanding section 8.33, unencumbered or 3 30 unobligated funds remaining on June 30 of any fiscal year from 3 31 moneys appropriated for the purposes of this section shall not 3 32 revert to the general fund of the state but shall be available 3 33 for expenditure for the following fiscal year for the purposes 3 34 of this section. 3 35 EXPLANATION 4 1 This bill appropriates $1 million from the general fund of 4 2 the state to the department of education for purposes of 4 3 planning and monitoring the development of school-to-work 4 4 systems. Of the funds appropriated, $100,000 is available for 4 5 use by the department to employ an administrator to assist the 4 6 department's efforts in planning and monitoring the 4 7 development of school-to-work systems. The bill allocates 4 8 $60,000 to each of the 15 existing regional school-to-work 4 9 partnerships for developing, strengthening, and supporting 4 10 local school-to-work system development efforts. The bill 4 11 contains a provision that would require that any funds 4 12 appropriated by the general assembly for purposes of the 4 13 quality futures program would be used solely for school-to- 4 14 work development efforts and would reduce the general fund 4 15 appropriation by any amount which is transferred from the 4 16 quality futures program for school-to-work system development 4 17 efforts described in this bill. 4 18 Under the bill, regional school-to-work partnerships are 4 19 composed of employment and training professional staff from 4 20 the department of economic development and the department of 4 21 employment services, representatives from local education 4 22 agencies, the community college area education agency, and 4 23 regional vocational planning board or consortia serving the 4 24 region, and regional representatives from business, labor, and 4 25 community service organizations. The partnerships will 4 26 collaborate with the courts, the department of human services, 4 27 and other entities serving at-risk youth. 4 28 Each fiscal year the general assembly appropriates moneys 4 29 for purposes of school-to-work system development efforts, the 4 30 partnerships are to submit to the department a plan and a 4 31 budget for local school-to-work system development efforts by 4 32 September 1 of that fiscal year. 4 33 An approved school-to-work system development effort shall 4 34 provide for administration of an employability skills 4 35 assessment to students at the ninth grade and 12th grade 5 1 levels; curricula designed to set high standards for all 5 2 students and create career pathways to prepare students for 5 3 high-wage, high-skill careers, further education, and 5 4 training; incentives for students to meet high standards; 5 5 career guidance, exploration, and counseling students; and 5 6 team teaching within the school or in partnership with 5 7 business or postsecondary schools. 5 8 Moneys appropriated for school-to-work system development 5 9 efforts shall not revert to the general fund of the state. 5 10 LSB 2327HV 76 5 11 kh/jw/5
