1 1 Section 1. There is appropriated from the general fund of
1 2 the state to the community grant fund established under sec-
1 3 tion 232.190 for new grants and the continuation of existing
1 4 grants for the fiscal year beginning July 1, 1995, and ending
1 5 June 30, 1996, the following amount, or so much thereof as is
1 6 necessary, to be used for the purposes of the community grant
1 7 fund:

1 9 New grant proposals and continuation grant recipients shall
1 10 demonstrate community collaboration, not merely disbursements
1 11 of funds to various organizations, and shall show significant
1 12 progress toward achieving objectives set forth in the proposal
1 13 such as process and impact evaluation objectives, including
1 14 objectives related to the number of persons served. Letters
1 15 of support shall include specific commitments and shall be
1 16 binding.
1 17 EXPLANATION
1 18 This bill appropriates $1,800,000 from the general fund of
1 19 the state to the community grant fund for juvenile crime
1 20 prevention programs for the 1995-1996 fiscal year. The bill
1 21 also establishes requirements for new grant proposals and
1 22 continuation grant recipients to demonstrate community
1 23 collaboration and show significant progress toward achieving
1 24 objectives set forth in the proposal.
