PAG LIN 1 1 Section 1. NEW SECTION. 256.91 ECONOMIC DEVELOPMENT 1 2 EDUCATIONAL GRANTS. 1 3 1. An area education agency or a community college or 1 4 other educational institution which provides programs in 1 5 cooperation with manufacturing businesses, labor 1 6 organizations, service businesses, retail establishments, and 1 7 governmental entities to implement total quality management 1 8 principles to educational institutions, businesses, and 1 9 government shall be eligible for an economic development 1 10 educational grant of up to fifty thousand dollars to be used 1 11 for the purposes of the programs. The department shall 1 12 coordinate this program with the quality futures project 1 13 contained in Senate File 266, section 1, subsection 11, if 1 14 enacted. 1 15 2. An educational institution seeking a grant shall apply 1 16 to the department. The department shall determine whether the 1 17 educational institution is eligible for a grant and in what 1 18 amount. Eligibility shall be based on whether the grant 1 19 proposal is for a program which combines the resources of an 1 20 area education agency, community college, or educational 1 21 institution and the experience of the agency, college, or 1 22 institution in managing and operating a joint training network 1 23 involving public and private entities. 1 24 Sec. 2. There is appropriated from the general fund of the 1 25 state to the department of education for the fiscal year 1 26 beginning July 1, 1995, and ending June 30, 1996, the 1 27 following amount, or so much thereof as is necessary, to be 1 28 used for the purpose designated: 1 29 For economic development educational grants: 1 30 .................................................. $ 500,000 1 31 EXPLANATION 1 32 This bill authorizes the department of education to award 1 33 economic development educational grants to area education 1 34 agencies, community colleges, or other educational institu- 1 35 tions to provide cooperative training on implementing total 2 1 quality management principles to educational institutions, 2 2 businesses, and government entities. Each grant may be up to 2 3 $50,000. The bill also appropriates $500,000 to the 2 4 department of education for this purpose, and requires the 2 5 grant program be coordinated with the quality futures program, 2 6 if enacted. 2 7 LSB 2421HH 76 2 8 mk/jw/5
