1 1 Section 1. NEW SECTION. 257.50 TRANSPORTATION ASSISTANCE
1 2 AID TO DISTRICTS.
1 3 1. The department shall pay transportation assistance aid
1 4 to a school district from funds appropriated in this section
1 5 to school districts whose average transportation costs per
1 6 pupil exceed one hundred twenty-five percent of the state
1 7 average transportation costs per pupil determined under
1 8 subsection 2.
1 9 2. A district's average transportation costs per pupil
1 10 shall be determined by dividing the district's actual cost for
1 11 all children transported in all school buses for a school year
1 12 pursuant to section 285.1, subsection 12, by the district's
1 13 actual enrollment for the school year, as defined in section
1 14 257.6. The state average transportation costs per pupil shall
1 15 be determined by dividing the total actual costs for all
1 16 children transported in all districts for a school year, by
1 17 the total of all districts' actual enrollments for the school
1 18 year.
1 19 3. A school district shall annually certify its actual
1 20 cost for all children transported in all school buses by July
1 21 15 after each school year on forms prescribed by the
1 22 department of education.
1 23 4. If a school district's average transportation costs per
1 24 pupil are greater than one hundred twenty-five percent of the
1 25 state average transportation costs per pupil, the department
1 26 of education shall pay transportation assistance aid equal to
1 27 the amount of the difference multiplied by the district's
1 28 actual enrollment for the school year.
1 29 5. There is appropriated from the general fund of the
1 30 state to the department of education, for each fiscal year, an
1 31 amount necessary to pay transportation assistance aid pursuant
1 32 to this section. Transportation assistance aid is
1 33 miscellaneous income for purposes of chapter 257.
1 34 EXPLANATION
1 35 This bill provides an appropriation to the department of
2 1 education in an amount necessary to pay transportation
2 2 assistance aid to school districts whose average
2 3 transportation costs per pupil exceed 125 percent of the state
2 4 average transportation costs per pupil.
2 5 Districts are required to annually certify their costs for
2 6 transportation to the department of education by July 15 after
2 7 each school year.
