PAG LIN 1 1 Section 1. Section 331.907, subsections 1 and 2, Code 1 2 1995, are amended to read as follows: 1 3 1. The annual compensation of the auditor, treasurer, 1 4 recorder, sheriff, county attorney, county assessor, and 1 5 supervisors shall be determined as provided in this section. 1 6 The county compensation board annually shall review the 1 7 compensation paid to comparable officers in other counties of 1 8 this state, other states, private enterprise, and the federal 1 9 government. In setting the salary of the county sheriff, the 1 10 county compensation board shall consider setting the sheriff's 1 11 salary so that it is comparable to salaries paid to 1 12 professional law enforcement administrators and command 1 13 officers of the Iowa highway safety patrol, the division of 1 14 criminal investigation of the department of public safety, and 1 15 city police agencies in this state. The county compensation 1 16 board shall prepare a compensation schedule for the elective 1 17 county officers for the succeeding fiscal year. A recommended 1 18 compensation schedule requires a majority vote of the 1 19 membership of the county compensation board. 1 20 2. At the public hearing held on the county budget as 1 21 provided in section 331.434, the county compensation board 1 22 shall submit its recommended compensation schedule for the 1 23 next fiscal year to the board of supervisors for inclusion in 1 24 the county budget. The recommended annual salary for the 1 25 county assessor shall be submitted to the county assessor 1 26 before December 15 of each year. The board of supervisors 1 27 shall review the recommended compensation schedule for the 1 28 elected county officers and determine the final compensation 1 29 schedule which shall not exceed the compensation schedule 1 30 recommended by the county compensation board. In determining 1 31 the final compensation schedule if the board of supervisors 1 32 wishes to reduce the amount of the recommended compensation 1 33 schedule, the amount of salary increase proposed for each 1 34 elected county officer shall be reduced an equal percentage. 1 35 A copy of the final compensation schedule shall be filed with 2 1 the county budget at the office of the director of the 2 2 department of management. The final compensation schedule 2 3 takes effect on July 1 following its adoption by the board of 2 4 supervisors. 2 5 Sec. 2. Section 441.16, unnumbered paragraph 3, Code 1995, 2 6 is amended to read as follows: 2 7SuchThe combined budgets shall contain an itemized list of 2 8 the proposed salaries of the assessor and each deputy, the 2 9 amount required for field personnel and other personnel, their 2 10 number and their compensation; the estimated amount needed for 2 11 expenses, printing, mileage and other expenses necessary to 2 12 operate the assessor's office, the estimated expenses of the 2 13 examining board and the salaries and expenses of the local 2 14 board of review. For the county assessor, the budget shall 2 15 include the annual salary recommendation of the county 2 16 compensation commission. 2 17 EXPLANATION 2 18 This bill provides that the county compensation commission 2 19 shall provide an annual salary recommendation for the county 2 20 assessor. This recommendation shall be given to the assessor 2 21 to be included in the assessor's budget.
