PAG LIN 1 1 Section 1. NEW SECTION. 260C.29 CAREER OPPORTUNITY 1 2 PROGRAM &endash; MISSION. 1 3 1. The mission of the career opportunity program 1 4 established in this section is to encourage collaborative 1 5 efforts by a community college, the institutions under the 1 6 control of the state board of regents, and business and 1 7 industry to enhance the educational opportunities and provide 1 8 for job creation and career advancement for Iowa's minority 1 9 persons by providing assistance to minority persons who major 1 10 in fields or subject areas where minorities are currently 1 11 underrepresented or underutilized. 1 12 2. A career opportunity program is established to be 1 13 administered by the community college located in a county with 1 14 a population in excess of three hundred thousand. The 1 15 community college shall provide office space for the efficient 1 16 operation of the program. The community college shall employ 1 17 a director for the program. The director of the program shall 1 18 employ necessary support staff. The director and staff shall 1 19 be employees of the community college. 1 20 3. The director of the program shall do the following: 1 21 a. Direct the coordination of the program between the 1 22 community college and the institutions of higher education 1 23 under the control of the state board of regents. 1 24 b. Propose rules to the state board of education as 1 25 necessary to implement the program. 1 26 c. Recruit minority persons into the program. 1 27 d. Enlist the assistance and cooperation of leaders from 1 28 business and industry to provide job placement services for 1 29 students who are successfully completing the program. 1 30 e. Prepare and submit an annual report to the governor and 1 31 the general assembly by January 15. 1 32 4. To be eligible for the program, a minority person shall 1 33 be a resident of Iowa who is accepted for admission at or 1 34 attends a community college or an institution of higher 1 35 education under the control of the state board of regents. In 2 1 addition, the person shall major in or achieve credit toward 2 2 an associate degree, a bachelor's degree, or a master's degree 2 3 in a field or subject area where minorities are 2 4 underrepresented or underutilized. 2 5 5. The amount of assistance provided to a student under 2 6 this section shall not exceed the cost of tuition, fees, and 2 7 books required for the program in which the student is 2 8 enrolled and attends. As used in this section, "books" may 2 9 include book substitutes, including reusable workbooks, loose- 2 10 leaf or bound manuals, and computer software materials used as 2 11 book substitutes. A student who meets the qualifications of 2 12 this section shall receive assistance under this section for 2 13 not more than the equivalent of two full years of study. 2 14 6. For purposes of this section, "minority person" means a 2 15 person who is Black, Hispanic, Asian, or a Pacific Islander, 2 16 American Indian, or an Alaskan native American. 2 17 EXPLANATION 2 18 This bill establishes a career opportunity program to 2 19 encourage collaborative efforts by a community college, the 2 20 institutions under the control of the state board of regents, 2 21 and business and industry to enhance the educational 2 22 opportunities and provide for job creation and career 2 23 advancement for Iowa's minority persons by providing 2 24 assistance to minority persons who major in fields or subject 2 25 areas where minorities are currently underrepresented or 2 26 underutilized. 2 27 The community college located in a county with a population 2 28 in excess of 300,000 shall administer the program, provide 2 29 office space for the program, and employ a director for the 2 30 program. The director of the program shall employ necessary 2 31 support staff. The director and staff shall be employees of 2 32 the community college. 2 33 The director shall direct the coordination of the program 2 34 between the community college and the institutions of higher 2 35 education under the control of the state board of regents; 3 1 propose rules to the state board of education as necessary to 3 2 implement the program; recruit minority persons into the 3 3 program; enlist the assistance and cooperation of leaders from 3 4 business and industry to provide job placement services for 3 5 students who are successfully completing the program; and 3 6 prepare and submit an annual report to the governor and the 3 7 general assembly. 3 8 To be eligible for the program, a minority person shall be 3 9 a resident of Iowa who is accepted for admission at or attends 3 10 a community college or an institution of higher education 3 11 under the control of the state board of regents.
