1 1 Section 1. Section 39.9, Code 1995, is amended by adding
1 2 the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. A person shall not be elected
1 4 secretary of agriculture more than three times. If a person
1 5 is elected or appointed to serve a portion of a term to which
1 6 some other person was elected or appointed, the partial term
1 7 shall not be included as an election.
1 8 Sec. 2. This Act takes effect upon ratification of an
1 9 amendment to the Constitution of the State of Iowa limiting to
1 10 three terms persons elected to the offices of governor,
1 11 lieutenant governor, attorney general, secretary of state,
1 12 auditor of state, and treasurer of state, and as members of
1 13 the Iowa senate and limiting to six terms persons elected as
1 14 members of the Iowa house of representatives.
1 15 Sec. 3. This Act applies to terms of office beginning on
1 16 or after January 1 following the effective date of this Act.
1 17 EXPLANATION
1 18 This bill provides that a person elected to the office of
1 19 Iowa secretary of agriculture is limited to no more than three
1 20 terms. Partial terms are not included in the number of terms.
1 21 The Act takes effect upon ratification of an amendment to
1 22 the Iowa Constitution limiting to three terms the terms of
1 23 office of governor, lieutenant governor, attorney general,
1 24 secretary of state, auditor of state, treasurer of state, and
1 25 members of the Iowa senate and limiting to six terms members
1 26 of the Iowa house of representatives. The bill applies to
1 27 terms of office beginning on or after January 1 following the
1 28 effective date of the bill.
