  1  1    Section 1.  Section 321.189, subsection 7, paragraphs a and
  1  2 b, Code 1995, are amended to read as follows:
  1  3    a.  An operator who has been issued a class M license prior
  1  4 to July 1, 1994 May 1, 1997.
  1  5    b.  An operator who is renewing the operator's class M
  1  6 license issued prior to July 1, 1994 May 1, 1997.
  1  7    Sec. 2.  1994 Iowa Acts, chapter 1102, section 4, as
  1  8 amended by 1994 Iowa Acts, chapter 1199, section 52, is
  1  9 amended to read as follows:
  1 10    SEC. 4.  EFFECTIVE DATE.  The provisions of this Act which
  1 11 amend section 321.189, take effect May 1, 1995 1997.
  1 12    Sec. 3.  EFFECTIVE DATE AND APPLICABILITY.  This Act, being
  1 13 deemed of immediate importance, takes effect upon enactment
  1 14 and applies retroactively to May 1, 1995, in order to delay
  1 15 the effective date of the amendments to section 321.189,
  1 16 subsection 7, Code 1993, to May 1, 1997.  
  1 17                           EXPLANATION
  1 18    During the 1994 legislative session, section 321.189,
  1 19 subsection 7, was amended to require that all persons applying
  1 20 for a driver's license valid for operation of a motorcycle
  1 21 must take a motorcycle education course before the license
  1 22 would be issued.  Persons who already had class M licenses
  1 23 issued prior to July 1, 1994, were excepted from the
  1 24 requirement.  This bill changes the effective date from May 1,
  1 25 1995, to May 1, 1997, and changes the persons who are excepted
  1 26 from the requirements to those who had class M licenses prior
  1 27 to the new effective date of May 1, 1997.
