PAG LIN 1 1 Section 1. Section 256.9, Code 1995, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 49. Identify and disseminate information 1 4 about early intervention programs for students who are at the 1 5 greatest risk of dropping out of school, substance abuse, 1 6 adolescent pregnancy, or suicide. 1 7 Sec. 2. Section 256.11, subsections 2, 3, and 4, Code 1 8 1995, are amended to read as follows: 1 9 2. The kindergarten program shall include experiences 1 10 designed to develop healthy emotional and social habits and 1 11 growth in the language arts and communication skills, as well 1 12 as a capacity for the completion of individual tasks, and 1 13 protect and increase physical well-being with attention given 1 14 to experiences relating to the development of life skillsand1 15human growth and development. A kindergarten teacher shall be 1 16 licensed to teach in kindergarten. An accredited nonpublic 1 17 school must meet the requirements of this subsection only if 1 18 the nonpublic school offers a kindergarten program. 1 19 3. The following areas shall be taught in grades one 1 20 through six: English-language arts, social studies, 1 21 mathematics, science, health,human growth and development,1 22 physical education, traffic safety, music, and visual art. 1 23 The health curriculum shall include the characteristics of 1 24 communicable diseases including acquired immune deficiency 1 25 syndrome. The state board as part of accreditation standards 1 26 shall adopt curriculum definitions for implementing the 1 27 elementary program. 1 28 4. The following shall be taught in grades seven and 1 29 eight: English-language arts; social studies; mathematics; 1 30 science; health;human growth and development,family, 1 31 consumer, career, and technology education; physical 1 32 education; music; and visual art. The health curriculum shall 1 33 include the characteristics of sexually transmitted diseases 1 34 and acquired immune deficiency syndrome. The state board as 1 35 part of accreditation standards shall adopt curriculum 2 1 definitions for implementing the program in grades seven and 2 2 eight. However, this subsection shall not apply to the 2 3 teaching of family, consumer, career, and technology education 2 4 in nonpublic schools. 2 5 Sec. 3. Section 256.11, subsection 5, paragraph j, 2 6 unnumbered paragraph 1, Code 1995, is amended to read as 2 7 follows: 2 8 One unit of health education which shall include personal 2 9 health; food and nutrition; environmental health; safety and 2 10 survival skills; consumer health; family life;human growth2 11and development;substance abuse and nonuse; emotional and 2 12 social health; health resources; and prevention and control of 2 13 disease, including sexually transmitted diseases and acquired 2 14 immune deficiency syndrome. 2 15 Sec. 4. NEW SECTION. 256A.4A PARENTING SKILLS 2 16 INSTRUCTIONAL PROGRAMS. 2 17 Each school district or community college that offers 2 18 general adult education classes or courses shall periodically 2 19 offer an instructional program in parenting skills for 2 20 parents, guardians, prospective biological and adoptive 2 21 parents, and foster parents. 2 22 Sec. 5. Section 272.31, subsection 1, paragraph b, Code 2 23 1995, is amended by striking the paragraph. 2 24 Sec. 6. REPEAL. Section 279.50, Code 1995, is repealed. 2 25 Sec. 7. RULES. The state board of education shall amend 2 26 its administrative rules to eliminate references to human 2 27 growth and development in the K-12 education program. 2 28 EXPLANATION 2 29 This bill eliminates provisions in the Code relating to 2 30 human growth and development, including human growth and 2 31 development provisions in the K-12 education standards; the 2 32 requirement that a person successfully complete a semester of 2 33 credit relating to knowledge and understanding of human growth 2 34 and development of children and youth before receiving a 2 35 coaching authorization; and a section of the Code that 3 1 requires school boards to provide instruction relating to 3 2 human growth and development, to disseminate information about 3 3 the human growth and development curriculum to parents and 3 4 guardians, and that require school boards and community 3 5 colleges that offer general adult education classes to 3 6 periodically offer an instructional program in human growth 3 7 and development for parents, guardians, prospective biological 3 8 and adoptive parents, and foster parents. The bill moves to 3 9 other sections of the Code provisions within the repealed 3 10 section that relate to an instructional program in parenting 3 11 skills and to information about early intervention programs. 3 12 The bill also instructs the state board of education to 3 13 eliminate from its administrative rules any references to 3 14 human growth and development. 3 15 LSB 1659YH 76 3 16 kh/sc/14
