  1  1    Section 1.  Section 256.11, unnumbered paragraph 1, Code
  1  2 1995, is amended to read as follows:
  1  3    The state board shall adopt rules under chapter 17A and a
  1  4 procedure for accrediting all public and nonpublic schools in
  1  5 Iowa offering instruction at any or all levels from the
  1  6 prekindergarten level through grade twelve.  The rules of the
  1  7 state board shall require that a multicultural, nonsexist
  1  8 approach is used by schools and school districts.  The
  1  9 educational program shall be taught from a multicultural,
  1 10 nonsexist approach.  Global perspectives shall be incorporated
  1 11 into all levels of the educational program.
  1 12    Sec. 2.  Section 256A.4, subsection 1, unnumbered paragraph
  1 13 2, Code 1995, is amended to read as follows:
  1 14    A family support program shall meet multicultural nonsexist
  1 15 guidelines.  The program shall encourage parents to be aware
  1 16 of practices that may affect equitable development of
  1 17 children.  The program shall include parents in the planning,
  1 18 implementation, and evaluation of the program.  A program
  1 19 shall be designed to meet the needs of the residents of the
  1 20 participating district and may use unique approaches to
  1 21 provide for those needs.  The goals of a family support
  1 22 program shall include, but are not limited to, the following:
  1 23    Sec. 3.  RULES.  The state board of education shall amend
  1 24 its administrative rules to eliminate references to global
  1 25 perspectives and a multicultural, nonsexist approach in the K-
  1 26 12 education program.  
  1 27                           EXPLANATION
  1 28    This bill strikes from the Code requirements that the state
  1 29 board of education adopt rules requiring schools and school
  1 30 districts to use a multicultural, nonsexist approach, that
  1 31 schools and school districts teach the educational program
  1 32 from a multicultural, nonsexist approach, and that schools and
  1 33 school districts incorporate global perspectives in the
  1 34 educational program.  The bill also directs the state board of
  1 35 education to amend its administrative rules to eliminate
  2  1 references to global perspectives and a multicultural,
  2  2 nonsexist approach in the K-12 education program.
