1 1 Section 1. Section 257.7, Code 1995, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 3. EXPENDITURE LIMITATION. A school
1 4 district shall expend at least fifty percent, but not more
1 5 than eighty percent, of the difference between the school
1 6 district's base year budget certified under section 24.17 and
1 7 the district's budget year budget to increase administrative
1 8 and instructional staff salaries.
1 9 EXPLANATION
1 10 This bill limits a school district's use of the budget
1 11 increase the district realizes when allowable growth is
1 12 increased. A school district would be required to spend at
1 13 least 50 percent, but not more than 80 percent, of the
1 14 difference between the school district's base year budget and
1 15 the district's budget year budget on salary increases for
1 16 administrators and instructional staff.
