  1  1    Section 1.  Section 306.6, subsection 2, unnumbered
  1  2 paragraph 1, Code 1995, is amended to read as follows:
  1  3    A state functional classification review board is created,
  1  4 consisting of one state senator appointed by the president of
  1  5 the senate, after consultation with the majority leader and
  1  6 the minority leader of the senate, one state representative
  1  7 appointed by the speaker of the house of representatives, one
  1  8 supervisor appointed by the Iowa state association of county
  1  9 supervisors, one engineer appointed by the Iowa county
  1 10 engineers' association, two persons appointed by the Iowa
  1 11 league of Iowa municipalities cities, one of whom shall be a
  1 12 licensed professional engineer, and two persons appointed by
  1 13 the department, one of whom shall be a commissioner and the
  1 14 other a staff member.  This board shall select a permanent
  1 15 chairperson from among its members by majority vote of the
  1 16 total membership.  Except as otherwise provided, the members
  1 17 of the board shall serve without additional compensation to
  1 18 the salary and expenses authorized for the office or position
  1 19 held by the member.  The supervisor appointed by the Iowa
  1 20 state association of county supervisors, the engineer
  1 21 appointed by the Iowa county engineers' association, and the
  1 22 two persons appointed by the Iowa league of Iowa
  1 23 municipalities cities shall be reimbursed for their actual and
  1 24 necessary expenses incurred in the performance of their
  1 25 official duties as members of the board from funds allocated
  1 26 under section 312.2, subsection 12.  The legislative members
  1 27 shall be paid for their actual and necessary expenses and,
  1 28 when the general assembly is not in session, per diem as
  1 29 provided in sections 2.10 and 2.12.  The department's members
  1 30 of the board shall be reimbursed for their actual and
  1 31 necessary expenses from the funds appropriated pursuant to
  1 32 section 313.5.
  1 33    Sec. 2.  Section 314.22, subsection 3, paragraph a,
  1 34 subparagraph (8), Code 1995, is amended to read as follows:
  1 35    (8)  Liaison with the Iowa state association of counties,
  2  1 the Iowa league of Iowa municipalities cities, and other
  2  2 organizations for integrated roadside vegetation management
  2  3 purposes.
  2  4    Sec. 3.  Section 356.36, unnumbered paragraph 1, Code 1995,
  2  5 is amended to read as follows:
  2  6    The Iowa department of corrections, in consultation with
  2  7 the Iowa state sheriff's association, the Iowa association of
  2  8 chiefs of police and peace officers, the Iowa league of
  2  9 municipalities cities, and the Iowa board of supervisors
  2 10 association, shall draw up minimum standards for the
  2 11 regulation of jails, alternative jails, facilities established
  2 12 pursuant to chapter 356A and municipal holding facilities.
  2 13 When completed by the department, the standards shall be
  2 14 adopted as rules pursuant to chapter 17A.
  2 15    Sec. 4.  Section 364.5, unnumbered paragraphs 2 and 3, Code
  2 16 1995, are amended to read as follows:
  2 17    The financial condition and the transactions of the Iowa
  2 18 league of Iowa municipalities cities shall be audited in the
  2 19 same manner as cities as provided in section 11.6.
  2 20    It is unlawful for the Iowa league of Iowa municipalities
  2 21 cities to provide any form of aid to a political party or to
  2 22 the campaign of a candidate for political or public office.
  2 23 Any person violating or being an accessory to a violation of
  2 24 this section is guilty of a simple misdemeanor.
  2 25    Sec. 5.  Section 411.36, subsection 1, paragraph c, Code
  2 26 1995, is amended to read as follows:
  2 27    c.  The city treasurers of four participating cities, one
  2 28 of whom is from a city having a population of less than forty
  2 29 thousand, and three of whom are from cities having a
  2 30 population of forty thousand or more.  The city treasurers
  2 31 shall be appointed by the governing body of the Iowa league of
  2 32 Iowa municipalities cities.  
  2 33                           EXPLANATION
  2 34    This bill changes the name of the league of Iowa
  2 35 municipalities to the Iowa league of cities.  Members of the
  3  1 league of Iowa municipalities adopted a resolution at its 1994
  3  2 annual meeting changing the league's name.
