  1  1    Section 1.  Section 2.32, subsection 6, unnumbered
  1  2 paragraph 1, Code 1995, is amended to read as follows:
  1  3    The confirmation of every appointment submitted to the
  1  4 senate requires the approval of two-thirds a constitutional
  1  5 majority of the members of the senate.
  1  6    Sec. 2.  Section 80.3, Code 1995, is amended to read as
  1  7 follows:
  1  8    80.3  VACANCY.
  1  9    A commissioner of public safety appointed when the general
  1 10 assembly is not in session shall serve at the pleasure of the
  1 11 governor, but the term shall expire thirty days after the
  1 12 general assembly next convenes in regular session, unless
  1 13 during such thirty days the senate confirms the appointment of
  1 14 the commissioner be approved by two-thirds of the members of
  1 15 the senate.
  1 16    Sec. 3.  Section 333A.2, subsection 1, paragraphs b and c,
  1 17 Code 1995, are amended to read as follows:
  1 18    b.  Five elected county officials who are regularly
  1 19 involved in budget preparation.  One county official shall be
  1 20 from a county with a population of less than eleven thousand
  1 21 five hundred, one from a county with a population of more than
  1 22 eleven thousand five hundred but not more than sixteen
  1 23 thousand, one from a county with a population of more than
  1 24 sixteen thousand but not more than twenty-two thousand five
  1 25 hundred, one from a county with a population of more than
  1 26 twenty-two thousand five hundred but not more than eighty
  1 27 thousand and one from a county with a population of more than
  1 28 eighty thousand.  The governor shall select and appoint the
  1 29 county officials, subject to the approval of two-thirds of the
  1 30 members of confirmation by the senate.
  1 31    c.  A certified public accountant experienced in
  1 32 governmental accounting selected and appointed by the governor
  1 33 with the approval of two-thirds of the members of and subject
  1 34 to confirmation by the senate.  
  1 35                           EXPLANATION
  2  1    This bill changes the vote necessary for senate
  2  2 confirmation of gubernatorial and other appointments from a
  2  3 two-thirds majority to a constitutional majority of the
  2  4 members of the senate.
