  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                      BY  HARRISON
  1  3 A Concurrent Resolution designating Crime Victims'
  1  4    Rights Week in Iowa.
  1  5    WHEREAS, 43.6 million Americans are victimized in
  1  6 the United States each year; and
  1  7    WHEREAS, a violent crime is committed in America
  1  8 every 17 seconds; and
  1  9    WHEREAS, law-abiding citizens are no less deserving
  1 10 of justice, rights, resources, restoration, and
  1 11 rehabilitation than the violent offenders who
  1 12 victimize them; and
  1 13    WHEREAS, crime victims play an indispensable role
  1 14 in bringing offenders to justice; and
  1 15    WHEREAS, crime victims and their advocates over the
  1 16 past two decades have made unparalleled progress
  1 17 toward balancing the scales of justice in our criminal
  1 18 justice system; and
  1 19    WHEREAS, the dawning of a new day of victim justice
  1 20 is being heralded across our land by the strong spirit
  1 21 and commitment of millions of survivors of crime,
  1 22 their families, and advocates who proudly bear the
  1 23 banner of justice; and
  1 24    WHEREAS, survivors of violent crime need and
  1 25 deserve quality programs and services to help them
  1 26 recover from the devastating psychological, physical,
  1 27 and emotional hardships resulting from their
  1 28 victimization; and
  1 29    WHEREAS, as a nation devoted to liberty and justice
  1 30 for all, America must increase its efforts to protect
  2  1 and restore crime victims' rights; and
  2  2    WHEREAS, to fight the continuing threat of crime
  2  3 and victimization, all Americans must join together,
  2  4 committing their individual and collective resources
  2  5 to crime prevention and victim services; NOW
  2  6 THEREFORE,
  2  7    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2  8 SENATE CONCURRING, That the General Assembly designate
  2  9 the week of April 21 to April 27, 1996, as Crime
  2 10 Victims' Rights Week in Iowa, and reaffirm its
  2 11 commitment to victims' rights and criminal justice
  2 12 issues.
