1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY BRADLEY and BRANSTAD
1 3 A Concurrent Resolution to request the establishment
1 4 of a legislative interim committee to study issues
1 5 relating to efforts to reduce and recycle solid waste.
1 6 WHEREAS, issues relating to efforts to reduce and
1 7 recycle solid waste are of utmost importance to the
1 8 citizens and the governmental entities of this state
1 9 and merit a comprehensive review of statewide efforts
1 10 to reduce and recycle solid waste; NOW THEREFORE,
1 11 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 12 SENATE CONCURRING, That the legislative council is
1 13 requested to establish an interim committee for the
1 14 1996 interim to conduct a comprehensive review of the
1 15 goals, regulation, reporting, and status of statewide
1 16 efforts to reduce and recycle solid waste. The review
1 17 shall include, but not be limited to, evaluations of
1 18 the effectiveness of curbside and drop-off recycling
1 19 programs, composting facilities, unit-based pricing
1 20 programs, materials recovery facilities, and solid
1 21 waste processors or end-users of recovered materials.
1 22 The review shall also consider the economic
1 23 development potential for the recycling and reuse of
1 24 solid waste and the coordination of interagency
1 25 efforts to achieve cost-effective and environmentally
1 26 sound statewide solid waste management. The committee
1 27 shall submit a report of its findings and
1 28 recommendations to the general assembly by December
1 29 15, 1996.
