1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY HAMMITT BARRY
1 3 A Concurrent Resolution establishing a "Childhood
1 4 Recognition Day".
1 5 WHEREAS, childhood is a time to prepare the
1 6 parents, workers, and citizens of the future with the
1 7 skills and abilities necessary for a lifetime; and
1 8 WHEREAS, children are society's most valuable
1 9 resource and childhood should be a time to hope and
1 10 dream without limitation, to feel secure, to believe
1 11 in self without doubt, to experience unconditional
1 12 love, and to develop the uniqueness of the individual;
1 13 and
1 14 WHEREAS, families and children today experience
1 15 increased stress which did not exist in earlier times
1 16 in history; and
1 17 WHEREAS, a variety of socioeconomic factors have
1 18 changed the role that parents play in their children's
1 19 early years by decreasing the time that families spend
1 20 together and increasing reliance on social
1 21 institutions in meeting the needs of children; and
1 22 WHEREAS, the importance of each child should be
1 23 recognized through sincere expressions of love,
1 24 caring, and support; NOW THEREFORE,
1 25 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 26 SENATE CONCURRING, That September 26 be established as
1 27 "Childhood Recognition Day" to provide parents and
1 28 adult mentors of children with an opportunity to spend
1 29 time with children and focus on each child's
1 30 uniqueness, hopes, and needs; and
2 1 BE IT FURTHER RESOLVED, That on "Childhood
2 2 Recognition Day", parents and adult mentors of
2 3 children participate in activities which emphasize
2 4 that childhood is a time for each child to feel
2 5 carefree; and
2 6 BE IT FURTHER RESOLVED, That if September 26 is a
2 7 school day, schools recognize the importance of
2 8 children through special activities which provide
2 9 personalized attention to children; and
2 10 BE IT FURTHER RESOLVED, That, on September 26, all
2 11 parents or adult mentors of children pause to think
2 12 back to their own childhoods and endeavor to help each
2 13 child in realizing the child's full potential and to
2 14 fill each child's life with happy memories to last a
2 15 lifetime.
