1 4 A Concurrent Resolution urging the United States
1 5 Congress to amend relevant law to facilitate the
1 6 development and approval of new drugs and biologics.
1 7 WHEREAS, improving patient access to quality health
1 8 care is a paramount national goal; and
1 9 WHEREAS, the key to improved health care in many
1 10 cases and especially for individuals with serious
1 11 unmet medical needs, is the rapid development and
1 12 approval of safe and effective drugs, biological
1 13 products, and medical devices; and
1 14 WHEREAS, minimizing the delay between discovery and
1 15 eventual approval of a new drug, biological product,
1 16 or medical device derived from research conducted by
1 17 innovative pharmaceutical and biotechnology companies
1 18 could improve the lives of millions of individuals;
1 19 and
1 20 WHEREAS, current limitations on the dissemination
1 21 of information about pharmaceutical products reduce
1 22 the availability of information to health care
1 23 professionals and patients, and may be viewed as
1 24 interfering with the right of free speech guaranteed
1 25 by the first amendment to the Constitution of the
1 26 United States; and
1 27 WHEREAS, the current regulations and practices
1 28 governing the review of new drugs, biological
1 29 products, and medical devices by the United States
1 30 Food and Drug Administration may delay approval and
2 1 are unnecessarily expensive, NOW THEREFORE,
2 2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 3 SENATE CONCURRING, That the Iowa General Assembly
2 4 respectfully urges the Congress of the United States
2 5 to address this important issue by enacting
2 6 comprehensive legislation to facilitate the rapid
2 7 review and approval of innovative drugs, biological
2 8 products, and medical devices, without compromising
2 9 patient safety or product effectiveness; and
2 10 BE IT FURTHER RESOLVED, That copies of this
2 11 resolution be transmitted to the President of the
2 12 United States, the Speaker of the United States House
2 13 of Representatives, the President of the United States
2 14 Senate, and to each member of the United States Senate
2 15 and House of Representatives.
