  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                       BY  KOENIGS
  1  3 A House Concurrent Resolution opposing a plan for 
  1  4    agricultural producers proposed by certain commodity
  1  5    organizations in preparation for the 1995 federal
  1  6    farm bill.
  1  7    WHEREAS, agricultural production represents the
  1  8 cornerstone of this nation's economy, provides
  1  9 abundant supplies of food and fiber to this nation's
  1 10 population, and provides billions of dollars in annual
  1 11 exports to world markets; and
  1 12    WHEREAS, the state of Iowa is one of the largest
  1 13 agricultural producing states in the nation, and as
  1 14 part of the upper midwest region, includes the most
  1 15 fertile soils in the world, and represents one of the
  1 16 world's leading areas in the production of grain and
  1 17 livestock; and
  1 18    WHEREAS, the United States Congress has
  1 19 traditionally supported agricultural production, which
  1 20 is the most efficient and productive in the world,
  1 21 including by setting target prices and providing
  1 22 support payments to ensure market security, and by
  1 23 providing insurance against losses related to price
  1 24 declines which have plagued states like Iowa which
  1 25 consistently suffer from low prices for its
  1 26 commodities due to the abundance of its production;
  1 27 and
  1 28    WHEREAS, the United States Congress is in the
  1 29 process of drafting the 1995 federal farm bill which
  1 30 will dramatically impact agricultural producers in
  2  1 this nation, including producers in the state of Iowa;
  2  2 and
  2  3    WHEREAS, in preparation for the deliberation of the
  2  4 1995 federal farm bill, a number of commodity and farm
  2  5 organizations, in cooperation with Iowa State
  2  6 University, have considered methods to provide Iowa
  2  7 agricultural producers with security income as an
  2  8 alternative to current programs which are expected to
  2  9 be reexamined, and may be changed or eliminated; and
  2 10    WHEREAS, the alternative proposed has been referred
  2 11 to as the Iowa Revenue Assurance Plan, and is expected
  2 12 to be seriously considered by congressional committees
  2 13 during the process of drafting and amending the
  2 14 provisions of the 1995 federal farm bill; and
  2 15    WHEREAS, the effect of the Iowa Revenue Assurance
  2 16 Plan on agricultural producers, especially upon
  2 17 agricultural producers in the midwest region, has been
  2 18 seriously questioned by a number of economists,
  2 19 including studies performed by Purdue University and
  2 20 the United States Department of Agriculture; and
  2 21    WHEREAS, conclusions of the studies provide that
  2 22 the effect of the plan will disproportionately
  2 23 penalize agricultural producers in those states like
  2 24 Iowa located in highly productive regions which
  2 25 utilize highly efficient production systems, compared
  2 26 to producers in poor and inefficient regions of the
  2 27 nation, especially when large harvests are combined
  2 28 with low prices; NOW THEREFORE,
  2 29    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 30 SENATE CONCURRING, That the Iowa General Assembly
  3  1 opposes the Iowa Revenue Assurance Plan and encourages
  3  2 the Congress of the United States, the President of
  3  3 the United States, and the Secretary of Agriculture,
  3  4 United States Department of Agriculture, to work
  3  5 toward formulating a plan which provides for a fair
  3  6 and rational system to support agricultural production
  3  7 based on the food security of the United States; and
  3  8    BE IT FURTHER RESOLVED, That copies of this
  3  9 Resolution be sent to the President of the United
  3 10 States; the President of the Senate of the United
  3 11 States; the Speaker of the House of Representatives of
  3 12 the United States; the chairman of the Committee on
  3 13 Agriculture, Nutrition, and Forestry of the Senate of
  3 14 the United States; and the chairman of the Committee
  3 15 on Agriculture of the House of Representatives of the
  3 16 United States; the Secretary of Agriculture, United
  3 17 States Department of Agriculture; and Iowa's
  3 18 congressional delegation.
