1 2 BY WEIGEL, KOENIGS, WARNSTADT, and GIPP
1 3 (COMPANION TO LSB 2625SS BY KIBBIE)
1 4 A Concurrent Resolution urging the release of two
1 5 United States citizens, including one Iowan, from
1 6 confinement in Iraq.
1 7 WHEREAS, Mr. Bill Barloon, a native of New Hampton,
1 8 Iowa, and Mr. David Daliberti, of Jacksonville,
1 9 Florida, were taken captive in Iraq on March 13, 1995,
1 10 after crossing from Kuwait into Iraq; and
1 11 WHEREAS, Bill Barloon and his colleague, David
1 12 Daliberti, were arrested for entry into Iraq,
1 13 convicted, and sentenced to eight years in prison
1 14 following a brief, one-day trial; and
1 15 WHEREAS, there appears to exist no basis in law or
1 16 fact for the arrest, conviction, and sentencing of
1 17 Bill Barloon and David Daliberti; and
1 18 WHEREAS, the families and friends of Bill Barloon
1 19 and David Daliberti are suffering due to Iraq's acts
1 20 in illegally confining the two United States citizens
1 21 and need the support of all Americans in urging the
1 22 release of Bill Barloon and David Daliberti from Iraq;
1 23 NOW THEREFORE,
1 24 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 25 SENATE CONCURRING, That the Iowa General Assembly
1 26 expresses its outrage at the acts of the government of
1 27 Iraq concerning the illegal confinement of Bill
1 28 Barloon and David Daliberti.
1 29 BE IT FURTHER RESOLVED, That the Iowa General
1 30 Assembly conveys its concern and support to the
2 1 families of Bill Barloon and David Daliberti,
2 2 especially to Bill Barloon's mother, Mary Rethamel of
2 3 New Hampton.
2 4 BE IT FURTHER RESOLVED, That the Iowa General
2 5 Assembly urges President Clinton to consult with our
2 6 allies to determine any other possible actions which
2 7 can be taken to obtain the release of Bill Barloon and
2 8 David Daliberti.
2 9 BE IT FURTHER RESOLVED, That the Iowa General
2 10 Assembly endorses President Clinton's efforts to use
2 11 all diplomatic means available to pressure Iraq into
2 12 releasing former Iowan Bill Barloon and his colleague,
2 13 David Daliberti.
