1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY RUNNING
1 3 A Concurrent Resolution requesting the establishment of an
1 4 ongoing joint committee to further legislative quality
1 5 enhancement.
1 6 WHEREAS, the Iowa General Assembly and its
1 7 supporting agencies provide services and products for
1 8 its customers, the citizens of this state, and it is
1 9 in the best interest of these citizens that
1 10 legislative services be of the highest possible
1 11 quality; and
1 12 WHEREAS, the legislative process is a system of
1 13 people, not just legislators and legislative
1 14 leadership, but all those individuals responsible for
1 15 the articulation and enactment of legislation; and
1 16 WHEREAS, enhanced quality is not immediately
1 17 achievable, but the result of a dedicated and long-
1 18 term effort; and
1 19 WHEREAS, the goal of enhancing the quality and
1 20 efficiency of a legislative system requires that all
1 21 persons involved assume responsibility for their roles
1 22 in the process; and
1 23 WHEREAS, the cooperation and resolve of all persons
1 24 who provide services and resources in the legislative
1 25 branch of government, including the members of the
1 26 General Assembly, are necessary to move forward in a
1 27 concerted effort to constantly improve the legislative
1 28 process and product; and
1 29 WHEREAS, the citizens of this state are entitled to
1 30 expect the highest quality service from the
2 1 legislative branch; NOW THEREFORE,
2 2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 3 SENATE CONCURRING, That the legislative council is
2 4 requested to establish an ongoing joint committee made
2 5 up of members of both houses to initiate a process of
2 6 legislative quality enhancement to improve internal
2 7 operations and make legislative operations more
2 8 customer-oriented and efficient. The committee shall
2 9 invite legislative staff members and representatives
2 10 of executive branch agencies that provide services and
2 11 products to the General Assembly to assist the
2 12 committee during its deliberations.
