  1  1    Amend amendment, H-5523, to Senate File 2449, as
  1  2 amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 3, line 28, by striking the words
  1  5 "PROPERTY TAX" and inserting the following:
  1  6 "FUNDING".
  1  7    #2.  By striking page 3, line 29, through page 6,
  1  8 line 1, and inserting the following:
  1  9    "Sec.    .  Section 257.1, subsection 2, unnumbered
  1 10 paragraph 2, Code Supplement 1995, is amended to read
  1 11 as follows:
  1 12    For the budget year commencing July 1, 1991 1996,
  1 13 and for each succeeding budget year the regular
  1 14 program foundation base per pupil is eighty-three
  1 15 eighty-seven percent of the regular program state cost
  1 16 per pupil, except that the regular program foundation
  1 17 base per pupil for the portion of weighted enrollment
  1 18 that is additional enrollment because of special
  1 19 education is seventy-nine percent of the regular
  1 20 program state cost per pupil.  For each succeeding
  1 21 budget year, the regular program foundation base shall
  1 22 increase one-half of one percent per year until the
  1 23 regular program foundation base reaches ninety percent
  1 24 of the regular program state cost per pupil.  For the
  1 25 budget year commencing July 1, 1991 1996, and for each
  1 26 succeeding budget year the special education support
  1 27 services foundation base is seventy-nine eighty-seven
  1 28 percent of the special education support services
  1 29 state cost per pupil.  It shall increase at the same
  1 30 rate as the regular program foundation base.  The
  1 31 combined foundation base is the sum of the regular
  1 32 program foundation base and the special education
  1 33 support services foundation base.
  1 34    Sec.    .  This division of this Act, being deemed
  1 35 of immediate importance, takes effect upon enactment,
  1 36 and applies to the computation of school funding for
  1 37 school budget years commencing on or after July 1,
  1 38 1996."
  1 39    #3.  Page 6, by striking line 8 and inserting the
  1 40 following:  "providing additional state aid to school
  1 41 districts for purposes".
  1 42    #4.  By renumbering as necessary.
