  1  1    Amend the amendment, H-5541, to Senate File 2448,
  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 21, by inserting after line 15 the
  1  5 following:
  1  6    "Sec.    .  NEW SECTION.  135.23  GROUP B
  1  7 STREPTOCOCCUS.
  1  8    1.  A physician providing prenatal care shall
  1  9 routinely furnish pregnant patients with written
  1 10 information, to be developed or approved by the
  1 11 department, regarding group B streptococcus disease
  1 12 incidence, risks, prevention strategies, diagnosis,
  1 13 and treatment.  Prevention strategy information shall
  1 14 include the significance and availability of screening
  1 15 cultures that may be useful in determining whether or
  1 16 not a pregnant patient is colonized with group B
  1 17 streptococcus.
  1 18    2.  If a screening culture is taken and the patient
  1 19 tests positive for group B streptococcus colonization,
  1 20 the physician or designated member of the physician's
  1 21 staff shall report this status to the hospital or
  1 22 birth facility to which the patient is to be admitted.
  1 23 The information shall be entered upon the patient's
  1 24 medical records by a physician or designated hospital
  1 25 or birth facility staff member prior to or at the time
  1 26 of delivery.
  1 27    3.  As used in this section, "physician" means a
  1 28 physician licensed to practice medicine and surgery or
  1 29 osteopathic medicine and surgery.
  1 30    4.  If the centers for disease control and
  1 31 prevention of the United States department of health
  1 32 and human services, with the concurrence of the
  1 33 American academy of pediatrics and the American
  1 34 college of obstetrics and gynecology, determines that
  1 35 culture screenings of pregnant women to identify those
  1 36 who may be at greater risk of delivering babies with
  1 37 group B streptococcus disease is no longer an
  1 38 appropriate strategy or is replaced by a treatment
  1 39 modality which renders the culture screening
  1 40 unnecessary, the director shall adopt rules pursuant
  1 41 to section 17A.4, subsection 2, and section 17A.5,
  1 42 subsection 2, paragraph "b", to reflect the
  1 43 determination."
  1 44    #2.  Page 22, by inserting after line 28 the
  1 45 following:
  1 46    "Sec.    .  GROUP B STREPTOCOCCUS EMERGENCY RULES.
  1 47 The Iowa department of public health shall adopt rules
  1 48 pursuant to section 17A.4, subsection 2, and section
  1 49 17A.5, subsection 2, paragraph "b", necessary to
  1 50 administer the provisions of section 135.23, as
  2  1 enacted by this Act.  The rules shall become effective
  2  2 July 1, 1996."
