1 1 Amend the amendment, H-5482, to Senate File 2446,
1 2 as amended, passed, and reprinted by the Senate, as
1 3 follows:
1 4 #1. Page 14, by inserting after line 41 the
1 5 following:
1 6 "Sec. . LAND ACQUISITION – NATURAL RESOURCE
1 7 COMMISSION. The natural resource commission, upon
1 8 consultation with department of natural resources
1 9 staff, shall develop and implement a land acquisition
1 10 policy which shall be embodied in a strategic land
1 11 acquisition plan administered by the department. The
1 12 land acquisition policy and the land acquisition
1 13 strategic plan shall provide for the acquisition of
1 14 land in order to enhance the quality of existing state
1 15 parks, state preserves, and state recreation areas.
1 16 The commission shall consider all of the following
1 17 factors and may consider additional factors:
1 18 1. The enhancement of the goals of an ecosystem or
1 19 biodiversity management plan for a state park, state
1 20 preserve, or state recreation area.
1 21 2. The proximity or contiguity of the land to a
1 22 state park, state preserve, or state recreation area.
1 23 3. The quality of existing natural communities
1 24 existing on the land.
1 25 4. The presence on the land of threatened or
1 26 endangered species.
1 27 5. The potential for enhancing the natural quality
1 28 or recreational potential of land owned or managed for
1 29 conservation purposes by other public or nonprofit
1 30 entities.
1 31 6. The risk of losing natural assets through the
1 32 sale of the land to a competing interest.
1 33 7. The preservation or enhancement of unique
1 34 irreplaceable archaeological, historical, or cultural
1 35 features existing on land owned or managed for such
1 36 purposes by other public or nonprofit entities."
