  1  1    Amend the amendment, H-5478, to Senate File 2442,
  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 6, by inserting after line 33 the
  1  5 following:
  1  6    "   .  The department shall work with counties and
  1  7 the department's contractor for managed mental health
  1  8 care under medical assistance, in developing a plan
  1  9 for community-based placements of those persons who
  1 10 could no longer be placed at a state institution due
  1 11 to a reduction of capacity at the institution.  The
  1 12 plan should include provisions for development of
  1 13 adequate alternatives to institutional placements.
  1 14 The plan shall be submitted for review to the task
  1 15 force for restructuring the department of human
  1 16 services created in this Act and to the state-county
  1 17 management committee.  Prior to any reduction of
  1 18 capacity at a state institution during the fiscal year
  1 19 beginning July 1, 1996, from the capacity which
  1 20 existed during the previous fiscal year, the state-
  1 21 county management committee must concur that adequate
  1 22 community-based placements have been developed to
  1 23 replace the capacity proposed to be reduced at the
  1 24 state institution."
