1 24 "Sec. . DEPARTMENT OF HUMAN SERVICES
1 25 RESTRUCTURING TASK FORCE ON THE FUTURE OF HUMAN
1 26 SERVICES. There is appropriated from the general fund
1 27 of the state to the legislative council for the fiscal
1 28 year beginning July 1, 1996, and ending June 30, 1997,
1 29 the following amount, or so much thereof as is
1 30 necessary, to be used for the purpose designated:
1 31 For expenses associated with the activities of the
1 32 task force for assessing the structure and function of
1 33 the department of human services and human services
1 34 programs in accordance with this section:
1 35 .................................................. $ 100,000
1 36 1. The legislative council shall establish a task
1 37 force to develop a comprehensive proposal for changing
1 38 the role and function of the department of human
1 39 services and its programs. The purpose of the changes
1 40 is to improve services to Iowans through the creation
1 41 of new federal, state, and local partnerships. The
1 42 task force shall make recommendations regarding
1 43 restructuring the department of human services in
1 44 order to achieve better human services results, to
1 45 improve the quality of service delivery, and to
1 46 increase the quality of the department's interaction
1 47 with the public. The task force may also assess
1 48 program duplication and linkages with other federal,
1 49 state, or local programs or funding streams.
1 50 2. The task force shall be composed of not more
2 1 than 21 members and shall include not more than five
2 2 representatives appointed by the governor and
2 3 legislators who are members of the joint
2 4 appropriations subcommittee on human services and
2 5 other knowledgeable legislators designated by the
2 6 legislative council. The task force may use moneys
2 7 appropriated in this section for technical assistance.
2 8 The task force shall consult with service consumers,
2 9 experts who are representative of organizations such
2 10 as nonprofit service organizations, health insurers,
2 11 and human services-oriented community organizations,
2 12 representatives of local governments, representatives
2 13 of state agencies, federal officials with expertise or
2 14 responsibilities regarding human services in Iowa, and
2 15 others, as determined by the task force. The report
2 16 shall be completed prior to the convening of the
2 17 Seventy-seventh General Assembly."

3 3 d. The reimbursement rate revision is necessary to
3 4 implement the change required by the appropriation in
3 5 this Act for an increase in the reimbursement for
3 6 residential care facilities.""
3 7 #15. Page 9, line 3, by inserting after the word
3 8 "percentile." the following: "The department shall
3 9 address any other proposals for containment of
3 10 intermediate care facilities for the mentally retarded
3 11 costs with the work group for restructuring of the
3 12 department of human services created pursuant to this
3 13 Act."
