  1 27 fiscal year, the cumulative total value of
  1 28 contributions received shall not include the value of
  1 29 the amount deposited in the national center endowment
  1 30 fund established in 263.8A.  The value of in-kind
  1 31 contributions shall be based upon the fair market
  1 32 value of the contribution determined for income tax
  1 33 purposes.
  1 34    The portion of the interest for Iowa schools fund
  1 35 that is equal to the cumulative total value of
  1 36 contributions, less the portion of the interest for
  1 37 Iowa schools fund dedicated to the national center for
  1 38 gifted and talented education, is dedicated to the
  1 39 first in the nation in education foundation for that
  1 40 year.  The portion of the interest for Iowa schools
