1 4 #2. Page 30, by inserting after line 10 the
1 5 following:
1 6 "Sec. . CRIMINAL SANCTIONS STUDY. The
1 7 legislative council is requested to create a study
1 8 committee concerning the effectiveness and costs of
1 9 the criminal justice system, with a focus on
1 10 appropriate sanctions to be imposed on individuals
1 11 convicted of a criminal offense, and shall make
1 12 findings and proposed legislative solutions. The
1 13 committee shall consider the long-term trends in
1 14 prison populations based on the current criminal code
1 15 and the costs associated with these trends. The
1 16 committee shall examine alternative criminal
1 17 sanctions, including increased use of community-based
1 18 corrections, in providing a cost-effective criminal
1 19 justice system. The committee shall also examine
1 20 methods for providing restitution for victims of
1 21 crimes."
