  1  1    Amend the amendment, H-3498, to Senate File 266, as
  1  2 amended, passed, and reprinted by the Senate as
  1  3 follows:
  1  4    #1.  Page 16, by inserting after line 31 the
  1  5 following:
  1  6    "Sec.    .  NEW SECTION.  257.50  TRANSPORTATION
  1  7 ASSISTANCE AID TO DISTRICTS.
  1  8    1.  From funds appropriated in this section, the
  1  9 department shall pay transportation assistance aid to
  1 10 a school district whose average transportation costs
  1 11 per pupil exceed the state average transportation
  1 12 costs per pupil determined under subsection 2 by one
  1 13 hundred percent for the fiscal year beginning July 1,
  1 14 1995, and ending June 30, 1996; by seventy-five
  1 15 percent for the fiscal year beginning July 1, 1996,
  1 16 and ending June 30, 1997; by fifty percent for the
  1 17 fiscal year beginning July 1, 1997, and ending June
  1 18 30, 1998; and by twenty-five percent for the fiscal
  1 19 year beginning July 1, 1998, and each succeeding
  1 20 fiscal year.
  1 21    2.  A district's average transportation costs per
  1 22 pupil shall be determined by dividing the district's
  1 23 actual cost for all children transported in all school
  1 24 buses for a school year pursuant to section 285.1,
  1 25 subsection 12, by the district's actual enrollment for
  1 26 the school year, as defined in section 257.6.  The
  1 27 state average transportation costs per pupil shall be
  1 28 determined by dividing the total actual costs for all
  1 29 children transported in all districts for a school
  1 30 year, by the total of all districts' actual
  1 31 enrollments for the school year.
  1 32    3.  A school district shall annually certify its
  1 33 actual cost for all children transported in all school
  1 34 buses by July 15 after each school year on forms
  1 35 prescribed by the department of education.
  1 36    4.  If a school district's average transportation
  1 37 costs per pupil exceed the state average
  1 38 transportation costs per pupil as provided in
  1 39 subsection 1, the department of education shall pay
  1 40 transportation assistance aid equal to the amount of
  1 41 the difference multiplied by the district's actual
  1 42 enrollment for the school year.
  1 43    5.  There is appropriated from the general fund of
  1 44 the state to the department of education, for each
  1 45 fiscal year, an amount necessary to pay transportation
  1 46 assistance aid pursuant to this section.
  1 47 Transportation assistance aid is miscellaneous income
  1 48 for purposes of chapter 257."
