-->PAG LIN 1 1 Amend House File 574 as follows: 1 2 #1. Page 23, by inserting after line 35 the 1 3 following: 1 4 "Sec. . PROGRAM PERFORMANCE-BASED BUDGETING. 1 5 1. DEFINITIONS. For the purposes of this section, 1 6 unless the context otherwise requires: 1 7 a. "Agency" means a constitutional or statutory 1 8 office, administrative department, or independent 1 9 agency which is part of the executive branch of state 1 10 government and receives an appropriation pursuant to 1 11 this Act. 1 12 b. "New program" means an agency program, 1 13 function, or service, whether the program is created 1 14 by statute, administrative rule, or internal 1 15 procedure, which is first implemented during the 1 16 fiscal year beginning July 1, 1995. 1 17 c. "State funds" means the same as provided in 1 18 section 8.2, and includes block grants, categorical 1 19 grants, private trust funds, repayment receipts, 1 20 special funds as defined in section 8.2, and education 1 21 research grants. 1 22 2. An agency which uses state funds available to 1 23 the agency in the fiscal year beginning July 1, 1995, 1 24 for a new program shall implement the program in 1 25 accordance with the program performance-based budget 1 26 provisions required by this section. 1 27 3. In addition to the annual departmental estimate 1 28 information required to be submitted to the director 1 29 of the department of management pursuant to section 1 30 8.23, an agency shall provide all of the following 1 31 program performance-based budget information to the 1 32 director and to the legislative fiscal bureau for each 1 33 new program implemented during the fiscal year 1 34 beginning July 1, 1995, which is included in the 1 35 agency's budget estimates for the fiscal year 1 36 beginning July 1, 1996: 1 37 a. A description of the public need the new 1 38 program is intended to address. 1 39 b. The new program's anticipated results, 1 40 including specific program objectives for both the 1 41 first and succeeding fiscal year of operation. 1 42 c. Plans for the new program's output, efficiency, 1 43 and effectiveness during both the first and succeeding 1 44 fiscal year of operation. 1 45 d. The financial, staffing, and infrastructure 1 46 resources committed to the new program in the first 1 47 fiscal year and the resources requested for the 1 48 succeeding fiscal year. 1 49 e. Other information concerning the new program 1 50 requested by the department of management or the 2 1 legislative fiscal bureau. 2 2 4. An agency shall consult with the department of 2 3 management and the legislative fiscal bureau in 2 4 developing the program performance-based budget 2 5 information for a new program required by this 2 6 section." 2 7 #2.
