  1  1    Amend House File 203, as passed by the House, as
  1  2 follows:
  1  3    #1.  Page 1, by inserting before line 1 the
  1  4 following:
  1  5    "Section 1.  Section 35A.2, subsection 2, Code
  1  6 1995, is amended to read as follows:
  1  7    2.  Five Six commissioners shall be honorably
  1  8 discharged members of the armed forces of the United
  1  9 States.  The American legion of Iowa, disabled
  1 10 American veterans department of Iowa, veterans of
  1 11 foreign wars department of Iowa, American veterans of
  1 12 World War II, Korea, and Vietnam, the Vietnam veterans
  1 13 of America, and the military order of the purple
  1 14 heart, through their department commanders, shall
  1 15 submit two names respectively from their organizations
  1 16 to the governor.  The governor shall appoint from each
  1 17 of the organizations one representative to serve as a
  1 18 member of the commission, unless the appointments
  1 19 would conflict with the bipartisan and gender balance
  1 20 provisions of sections 69.16 and 69.16A.  In addition,
  1 21 the governor shall appoint two members one member of
  1 22 the public, knowledgeable in the general field of
  1 23 veterans affairs, to serve on the commission."
  1 24    #2.  Page 1, by inserting after line 2 the
  1 25 following:
  1 26    "Sec.    .  Section 35A.3, Code 1995, is amended by
  1 27 adding the following new subsection:
  1 28    NEW SUBSECTION.  13.  Conduct an equal number of
  1 29 meetings at Camp Dodge and the Iowa veterans home.
  1 30 The agenda for each meeting shall include a reasonable
  1 31 time period for public comment."
  1 32    #3.  Page 1, by inserting after line 4 the
  1 33 following:
  1 34    "Sec.    .  INFORMATION STORAGE &endash; TRAINING &endash;
  1 35 REPORTS.
  1 36    The commission of veterans affairs shall do the
  1 37 following:
  1 38    1.  Develop and issue for response requests for
  1 39 proposals for storing information and data concerning
  1 40 the military service records of Iowa veterans, and
  1 41 other information the commission deems appropriate,
  1 42 upon microfilm, electronic computer, or data
  1 43 processing equipment, and for proposals for the
  1 44 purchase of the equipment necessary to store the
  1 45 records and information.  The commission shall also
  1 46 make every reasonable effort to obtain federal funding
  1 47 for the storing of information and data and the
  1 48 purchase of equipment as provided in this subsection.
  1 49 The commission shall deliver a written report on all
  1 50 proposals submitted in response to the requests for
  2  1 proposals along with the commission's recommendations
  2  2 to the general assembly not later than January 1,
  2  3 1996.
  2  4    2.  Study the costs of training provided to
  2  5 executive directors of county commissions of veteran
  2  6 affairs under subsection 12.  The commission shall
  2  7 submit a report of its findings and recommendations to
  2  8 the general assembly by January 1, 1996."
