The department of revenue and finance shall 1 20 transfer the interest earned on the permanent school 1 21 fund to the first in the nation in education 1 22 foundation and to thenationalinternational center 1 23 for gifted and talented education in the manner 1 24 provided in this section. 1 25 2. For a transfer of interest earned to the first 1 26 in the nation in education foundation, prior to July 1 27 1, October 1, January 1, and March 1 of each year, the 1 28 governing board of the first in the nation in 1 29 education foundation established in section 257A.2 1 30 shall certify to the director of revenue and finance 1 31 the cumulative total value of contributions received 1 32 under section 257A.7 for deposit in the fund and for 1 33 the use of the foundation.The cumulative total value1 34of contributions received includes the value of the1 35amount deposited in the national center endowment fund1 36established in section 263.8A in excess of eight1 37hundred seventy-five thousand dollars.The value of 1 38 in-kind contributions shall be based upon the fair 1 39 market value of the contribution determined for income 1 40 tax purposes. 1 41 The portion of the permanent school fund that is 1 42 equal to the cumulative total value of contributions,1 43less the portion of the permanent school fund1 44dedicated to the national center for gifted and1 45talented education,is dedicated to the first in the 1 46 nation in education foundation for that year. The 1 47 interest earned on this dedicated amount shall be 1 48 transferred by the department of revenue and finance 1 49 to the credit of the first in the nation in education 1 50 foundation. 2 1 3. For a transfer of interest earned to the 2 2nationalinternational center endowment fund 2 3 established in section 263.8A, prior to July 1, 2 4 October 1, January 1, and March 1 of each year, the 2 5 state university of Iowa shall certify to the 2 6 department of revenue and finance the cumulative total 2 7 value of contributions received and deposited in the 2 8nationalinternational center endowment fund. The 2 9 department of revenue and finance shall dedicate the 2 10 interest earned on a portion of the permanent school 2 11 fund to thenationalinternational center in the 2 12 manner provided in this subsection. The portion of 2 13 the permanent school fund that is used to determine 2 14 the dedicated amount of interest earned for a year 2 15 shall equal one-half the cumulative total value of the 2 16 contributions deposited in thenationalinternational 2 17 center endowment fund, not to exceed eight hundred 2 18 seventy-five thousand dollars. In addition, if the 2 19 cumulative total value of contributions deposited in 2 20 the international center endowment fund between July 2 21 1, 1995, and June 30, 1998, equals or exceeds one 2 22 million three hundred fifty thousand dollars, 2 23 effective July 1, 1998, the portion of the permanent 2 24 school fund used to determine the dedicated amount of 2 25 interest earned for a year shall also equal one-half 2 26 that total, not to exceed six hundred seventy-five 2 27 thousand dollars. 2 28 However, if, prior to July 1, 1998, the general 2 29 assembly appropriates moneys for the international 2 30 center endowment fund established in section 263.8A in 2 31 an aggregate amount equal to eight hundred seventy- 2 32 five thousand dollars, the transfer of the interest 2 33 earned based upon the cumulative value of 2 34 contributions equal to one million seven hundred fifty 2 35 thousand dollars deposited in the international center 2 36 endowment fund on July 1, 1995, is no longer required 2 37 under this section. If, on or after July 1, 1998, the 2 38 general assembly appropriates moneys for the 2 39 international center endowment fund in an aggregate 2 40 amount equal to six hundred seventy-five thousand 2 41 dollars, the transfer of interest earned based upon 2 42 the cumulative value of contributions equal to one 2 43 million three hundred fifty thousand dollars deposited 2 44 in the international center endowment fund between 2 45 July 1, 1995, and June 30, 1998, is no longer required 2 46 under this section. 2 47 Within fifteen days following certification by the 2 48 state university of Iowa, the department of revenue 2 49 and finance shall transmit the interest earned on the 2 50 dedicated amount to the state university of Iowa for 3 1 the use of thenationalinternational center for 3 2 gifted and talented education. 3 3 4.The remaining portion of the interest earned on3 4the permanent school fund shall become a part of the3 5permanent school fund.3 6 Until the appropriations specified in subsection 3 3 7 have been made by the general assembly, fifty percent 3 8 of the portion of the interest earned on the permanent 3 9 school fund remaining after the total of the transfer 3 10 of moneys to the first in the nation in education 3 11 foundation pursuant to subsection 2 and the transfer 3 12 of moneys to the international center endowment fund 3 13 in subsection 3, shall in addition be transferred to 3 14 the international center endowment fund and the 3 15 remaining fifty percent shall become a part of the 3 16 permanent school fund." 3 17 #3. Section 263.8A, Code 1995, is amended 3 20 to read as follows: 3 21 263.8ANATIONALINTERNATIONAL CENTER FOR TALENTED 3 22 AND GIFTED EDUCATION. 3 23 The state board of regents shall establish and 3 24 maintain at Iowa City as an integral part of the state 3 25 university of Iowa thenationalinternational center 3 26 for talented and gifted education. Thenational3 27 international center shall provide programs to assist 3 28 classroom teachers to teach gifted and talented 3 29 students in regular classrooms, provide programs to 3 30 enhance the learning experiences of gifted and 3 31 talented students, serve as a center for national and 3 32 international symposiums and policy forums for 3 33 enhancing the teaching of gifted and talented 3 34 students, and undertake other appropriate activities 3 35 to enhance the programs of the center, including, but 3 36 not limited to, coordinating and working with the 3 37 world council for gifted and talented children, 3 38 incorporated. 3 39A nationalAn international center endowment fund 3 40 is established at the state university of Iowa and 3 41 gifts and grants to thenationalinternational center 3 42 and investment earnings and returns on the endowment 3 43 fund shall be deposited in the fund andinterest3 44earned on moneys in the fundmay be expended by the 3 45 state university of Iowa for the purposes for which 3 46 thenationalinternational center was established." 3 47 #4.
