1 3 #1. Page 41, by inserting after line 12 the
1 4 following:
1 5 "Sec. . STANDARDS FOR CASELOADS AND
1 6 REIMBURSEMENT.
1 7 1. The department of human services shall develop
1 8 a plan for meeting national standards on caseloads for
1 9 the department's social workers.
1 10 2. The department shall also develop a plan for
1 11 improving the adequacy of reimbursement for family
1 12 foster care. The foster care reimbursement rate
1 13 improvement provisions shall provide for basing the
1 14 reimbursement rates on at least 75 percent of the
1 15 United States department of agriculture estimate of
1 16 the costs to raise a child in the calendar year
1 17 immediately preceding the fiscal year. In addition
1 18 the family foster care provisions of the plan shall
1 19 address additional reimbursement for respite care,
1 20 including in-home respite care, and adequate
1 21 allowances for clothing and school expenses. The
1 22 clothing allowance upon a child's initial placement
1 23 shall be at least $250 and at least $50 per month for
1 24 the remainder of the placement. School expenses shall
1 25 be reimbursed for elementary and developmental
1 26 preschool children at not more than $50 per semester
1 27 and for grades seven through twelve at not more than
1 28 $100 per semester. Driver's education expenses shall
1 29 be reimbursed in full.
1 30 3. The department shall submit the planning
1 31 provisions required by this section to the members of
1 32 the joint appropriations subcommittee on human
1 33 services of the senate and house of representatives on
1 34 or before January 8, 1996."
