PAG LIN 1 1 Amend House File 534 as follows: 1 2 #1. Page 36, by inserting after line 1 the 1 3 following: 1 4 "Sec. 100. PERSONAL ASSISTANCE SERVICES. 1 5 1. The department of human services, in 1 6 consultation with the personal assistance and family 1 7 support services council created in section 225C.48, 1 8 shall submit a request to the United States department 1 9 of health and human services to amend the mental 1 10 retardation and the ill and handicapped home and 1 11 community-based services waivers to include the 1 12 provision of consumer-directed attendant care as a 1 13 fundable service under the medical assistance home and 1 14 community-based services waiver. If approved, the 1 15 consumer-directed attendant care services portion of 1 16 the waiver as provided in 1994 Iowa Acts, chapter 1 17 1041, section 5, shall be implemented immediately 1 18 following approval. 1 19 2. The department of human services, in 1 20 consultation with the personal assistance and family 1 21 support services council created in section 225C.48, 1 22 shall submit a waiver request to the United States 1 23 department of health and human services for approval 1 24 of funding of services provided to persons with 1 25 physical disabilities through the medical assistance 1 26 home and community-based services waiver, including 1 27 consumer-directed attendant care services. If 1 28 approved, the services, as provided in 1994 Iowa Acts, 1 29 chapter 1041, section 5, shall be implemented 1 30 immediately following approval. The department shall 1 31 use existing state funds to draw down federal funds 1 32 for the consumer-directed attendant services. The 1 33 department shall not propose or implement the medical 1 34 assistance home and community-based waiver for 1 35 services for persons with physical disabilities in a 1 36 manner which would require county funding to match 1 37 federal funding. The nonfederal funding match shall 1 38 be provided only through expenditure of state funds 1 39 from existing human services programs, including but 1 40 not limited to the in-home-health-related program and 1 41 other programs which are funded solely through 1 42 expenditure of state funds. 1 43 Sec. 200. PERSONAL ASSISTANCE SERVICES &endash; 1 44 APPROPRIATION. There is appropriated from the general 1 45 fund of the state to the department of human services 1 46 for the fiscal year beginning July 1, 1995, and ending 1 47 June 30, 1996, the following amount, or so much 1 48 thereof as is necessary, to be used for the purpose 1 49 designated: 1 50 For the personal assistance services program 2 1 created in section 225C.46: 2 2 .................................................. $ 2,889,723" 2 3 #2.
