1 1 Amend House File 370 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting in lieu thereof the following:
1 4 "Section 1. ALTERNATE ENERGY TASK FORCE.
1 5 1. An alternate energy task force shall be
1 6 established to study the issue of alternate energy
1 7 within the state. The task force shall consist of the
1 8 following members:
1 9 a. Four legislative members. Two of the members
1 10 shall be members of the senate, appointed by the
1 11 majority leader of the senate in consultation with the
1 12 president and minority leader of the senate. Two of
1 13 the members shall be from the house of
1 14 representatives, appointed by the speaker of the
1 15 house, in consultation with the majority leader and
1 16 minority leader of the house of representatives.
1 17 Legislative members shall receive compensation under
1 18 section 2.12.
1 19 b. The administrator for the energy and geological
1 20 resources division of the department of natural
1 21 resources or the administrator's designee.
1 22 c. The consumer advocate or the advocate's
1 23 designee.
1 24 d. Two persons appointed by the governor to
1 25 include a person representing the electric utility
1 26 industry and a person representing the alternate
1 27 energy production industry.
1 28 2. Administrative support and staffing for the
1 29 task force shall be provided by the Iowa utilities
1 30 board.
1 31 3. The task force shall evaluate the electricity
1 32 purchase and wheeling requirements for alternate
1 33 energy production and small hydro facilities,
1 34 including a review of the rates for purchases
1 35 established in sections 476.41 through 476.44. The
1 36 task force shall gather information and hear testimony
1 37 relating to alternate energy production in other
1 38 states and federal requirements and initiatives
1 39 concerning alternate energy. The task force shall
1 40 provide recommendations and long-range planning
1 41 relating to Iowa's future alternate energy policies.
1 42 4. The task force shall make its report on its
1 43 evaluation and recommendation to the general assembly
1 44 no later than December 15, 1995."
