  1  1    Amend House File 519 as follows:
  1  2    #1.  Page 22, by inserting after line 5 the
  1  3 following:
  1  4    "Sec.    .  PILOT PROJECT &endash; TESTING OF ANIMAL
  1  5 FEEDING OPERATIONS.  There is appropriated out of any
  1  6 moneys not otherwise appropriated, for allocation on
  1  7 July 1, 1995, from the organic nutrient management
  1  8 fund created in section 161C.5 to the department of
  1  9 natural resources for the fiscal year beginning July
  1 10 1, 1995, and ending June 30, 1996, any sum required to
  1 11 conduct a study of ten animal feeding operations and
  1 12 their structures, including confinement feeding
  1 13 operations and confinement feeding operation
  1 14 structures all as defined in section 455B.161 as
  1 15 enacted in this Act, and manure management and
  1 16 disposal systems used by such operations.  The
  1 17 operations and their structures or systems must have
  1 18 been constructed or installed on or before July 1,
  1 19 1985.  The study shall determine the extent to which
  1 20 operations and their structures and manure management
  1 21 and disposal systems contribute to point and nonpoint
  1 22 contamination of the state's groundwater and surface
  1 23 water.  A person owning or operating an animal feeding
  1 24 operation shall cooperate with the department in
  1 25 carrying out this section.  The ten animal feeding
  1 26 operations subject to the study shall be selected by
  1 27 the Leopold center for sustainable agriculture as
  1 28 created pursuant to section 266.39.  The department
  1 29 shall report its findings and recommendations to the
  1 30 general assembly not later than January 1, 1997."
