PAG LIN 1 1 Amend House File 537 as follows: 1 2 #1. Page 1, by inserting after line 26 the 1 3 following: 1 4 "Sec. . NEW SECTION. 257.51 TRANSPORTATION 1 5 ASSISTANCE AID TO DISTRICTS. 1 6 1. The department of education shall pay 1 7 transportation assistance aid for a budget year to a 1 8 school district from funds appropriated in this 1 9 section to school districts whose average 1 10 transportation costs per pupil for the base year 1 11 exceed one hundred twenty-five percent of the state 1 12 average transportation costs per pupil for the base 1 13 year determined under subsection 2. 1 14 2. A district's average transportation costs per 1 15 pupil for the base year shall be determined by 1 16 dividing the district's actual cost for all children 1 17 transported in all school buses for the base year 1 18 pursuant to section 285.1, subsection 12, by the 1 19 district's actual enrollment for the base year, as 1 20 defined in section 257.6. The state average 1 21 transportation costs per pupil for the base year shall 1 22 be determined by dividing the total actual costs for 1 23 all children transported in all districts for the base 1 24 year, by the total of all districts' actual 1 25 enrollments for the base year. 1 26 3. A school district shall annually certify for 1 27 the base year its actual cost for all children 1 28 transported in all school buses by July 15 after each 1 29 school year on forms prescribed by the department of 1 30 education. 1 31 4. If a school district's average transportation 1 32 costs per pupil for the base year are greater than one 1 33 hundred twenty-five percent of the state average 1 34 transportation costs per pupil for the base year, the 1 35 department of education shall pay transportation 1 36 assistance aid for the budget year equal to the amount 1 37 of the difference multiplied by the district's actual 1 38 enrollment for the budget year. 1 39 5. There is appropriated from the general fund of 1 40 the state to the department of education, for each 1 41 fiscal year, an amount necessary to pay transportation 1 42 assistance aid pursuant to this section. 1 43 Transportation assistance aid is miscellaneous income 1 44 and shall be paid in the manner provided in section 1 45 257.16, commencing with the October 15 payment." 1 46 #2.
