  1  2    #1.  Page 6, by inserting before line 9 the

  1  4    "9.  It is the intent of the General Assembly that
  1  5 this declaration of intent be placed on the ballot
  1  6 containing the question of ratification of this
  1  7 proposed amendment to the Constitution."
