1 1 Amend House Joint Resolution 14 as follows:
1 2 #1. By striking page 1, line 3 through page 6,
1 3 line 8 and inserting the following:
1 4 "Article VII, Constitution of the State of Iowa, is
1 5 amended by adding the following new section:
1 6 ECONOMIC EMERGENCY ACCOUNT. Sec. 9. An economic
1 7 emergency account shall be maintained by the state and
1 8 moneys in the economic emergency account shall be
1 9 separate from the general fund of the state and shall
1 10 not be considered part of the general fund of the
1 11 state except in determining the cash position of the
1 12 state. Moneys in the economic emergency account may
1 13 be used for cash flow purposes provided that any
1 14 moneys so allocated during a fiscal year are returned
1 15 to the cash reserve by the end of that fiscal year.
1 16 The amount of moneys to be maintained in the economic
1 17 emergency account shall be five percent of the
1 18 adjusted revenue estimate for the general fund of the
1 19 state for that fiscal year.
1 20 Moneys in the economic emergency account may be
1 21 appropriated by the General Assembly only for use in
1 22 the fiscal year in which the appropriation is made.
1 23 The moneys shall only be appropriated in a bill or
1 24 joint resolution in which the appropriation is the
1 25 only subject matter of the bill or joint resolution
1 26 and which contains a statement of the reasons why the
1 27 appropriation is necessary. In addition, moneys shall
1 28 not be appropriated from the economic emergency
1 29 account unless the bill or joint resolution making the
1 30 appropriation is approved by vote of at least three-
1 31 fifths of the members of each house of the General
1 32 Assembly and approved by the Governor.
1 33 This section applies to fiscal years commencing on
1 34 or after July 1, 1999."

1 36 inserting the following: "the State of Iowa
1 37 establishing a cash reserve fund separate from the
1 38 general fund of the state fund and providing for the
1 39 amendment's application."
