1 1 Amend House Joint Resolution 14 as follows:
1 2 #1. Page 2, by inserting before line 12 the
1 3 following:
1 4 "Sec. . "Government" includes all parts,
1 5 agencies, enterprises, and operations of a government.
1 6 "Local government" includes each city, county, school
1 7 district, special district, and political subdivision
1 8 in the State, except that townships are included with
1 9 county governments. An agreement or joint action by
1 10 two or more governments does not create a new
1 11 government unless expressly provided by state law, but
1 12 all revenue and spending related to the agreement or
1 13 joint action are included in revenue and spending of
1 14 the appropriate governments."
