  1  1    Amend House Joint Resolution 14 as follows:
  1  2    #1.  Page 4, line 5, by inserting after the word
  1  3 "section." the following:  "Except for public
  1  4 education, grades kindergarten through twelve, or as
  1  5 required of a local government by federal law, a local
  1  6 government may reduce or end its subsidy to any
  1  7 program the administration of which is delegated to
  1  8 the local government by the General Assembly.  The
  1  9 State may require ninety days' notice before a local
  1 10 government may reduce or end its subsidy and that the
  1 11 adjustment in subsidy occur in a maximum of three
  1 12 equal annual installments."
