  1  1    Amend House Joint Resolution 14 as follows:
  1  2    #1.  By striking page 3, line 32, through page 4,
  1  3 line 5, and inserting the following:
  1  4    "SEC. 11.  A state law or rule adopted after this
  1  5 Article becomes effective, which mandates any
  1  6 political subdivision to engage in any new activity,
  1  7 to provide any new service, to increase any current
  1  8 level of activity, or to provide any service beyond
  1  9 that required by existing laws, shall not have the
  1 10 force of law unless the state provides sufficient new
  1 11 funding or a means of new funding to the political
  1 12 subdivisions to pay the cost of performing the
  1 13 mandated activity or service for the period of time
  1 14 during which the activity or service is required to be
  1 15 performed."
