PAG LIN 1 1 Amend House Joint Resolution 14 as follows: 1 2 #1. By striking page 1, line 7, through page 6, 1 3 line 8, and inserting the following: 1 4 "STATE AND LOCAL GOVERNMENT REVENUE LIMITS. 1 5 Section 1. State government and each local government 1 6 is subject to a revenue limit for each fiscal year. 1 7 The revenue limit shall be increased from the previous 1 8 fiscal year using a generally accepted measure for 1 9 inflation and population growth. No revenue limit 1 10 shall be adjusted below the government's previous 1 11 year's revenue limit. 1 12 TEMPORARY REVENUE EXPANSION. Sec. 2. The general 1 13 assembly may at any time enact a measure to 1 14 temporarily increase a government's revenue limit. 1 15 The governing body of any local government may 1 16 temporarily increase the local government's budget for 1 17 a specific fiscal year by not more than ten percent, 1 18 after prominent notice and a public hearing, with a 1 19 vote of three-fourths of the membership in favor of 1 20 the temporary increase. The general assembly or the 1 21 governing body of the local government may submit to 1 22 the people a resolution to temporarily increase a 1 23 revenue limit for not more than five fiscal years in 1 24 an amount approved by a majority of the electors. 1 25 STATE AND LOCAL GOVERNMENT SPENDING LIMITS. Sec. 1 26 3. State government and each local government is 1 27 subject to a spending limit for each fiscal year. The 1 28 spending limit is not to exceed the revenue limit set 1 29 for the government for the fiscal year. 1 30 UNFUNDED STATE MANDATES. Sec. 4. If a state law 1 31 or rule, or change in a state law or rule, that takes 1 32 effect after this Article becomes effective requires a 1 33 local government to incur a net cost increase, the 1 34 State shall pay to the local government the amount of 1 35 the necessary net cost increase.
