  1  1    Amend House File 132 as follows:
  1  2    #1.  Page 2, by inserting after line 8 the
  1  3 following:
  1  4    "Sec.    .  Section 8.56, subsection 4, paragraph
  1  5 b, Code 1995, is amended to read as follows:
  1  6    b.  In addition to the requirements of paragraph
  1  7 "a", an appropriation shall not be made from the cash
  1  8 reserve fund which would cause the fund's balance to
  1  9 be less than three percent of the adjusted revenue
  1 10 estimate for the year for which the appropriation is
  1 11 made unless the bill or joint resolution making the
  1 12 appropriation is approved by vote of at least three-
  1 13 fifths of the members of both chambers of the general
  1 14 assembly and is signed by the governor."
  1 15    #2.  Title page, line 1, by inserting after the
  1 16 word "Act" the following:  "relating to state budget
  1 17 processes,".
  1 18    #3.  Title page, line 2, by inserting after the
  1 19 figure "1994," the following:  "providing for
  1 20 appropriations from the cash reserve fund,".
