STUDIES COMMITTEE OF THE LEGISLATIVE COUNCIL

June 20, 1996 Third Meeting of 1995-1996

COMMITTEE BUSINESS

1. Procedural Business.
The third meeting of the Studies Committee of the Legislative Council for 1995-1996 was called to order by Chairperson Horn at 12:17 p.m. on Thursday, June 20, 1996, Room 22 of the State Capitol Building in Des Moines, Iowa. The meeting adjourned at 12:55 p.m.
2. Proposed 1996 Interim Studies.
Chairperson Horn turned the chair over to Vice Chairperson Gipp. Vice Chairperson Gipp noted that a listing of the previously adopted guidelines for the 1995-1996 biennium had been included in the packet for the members to review. Vice Chairperson Gipp explained that Chairperson Horn and he had met prior to the meeting and had reviewed the large number of study requests that had been received. The Chairperson and Vice Chairperson proposed that nine interim studies be recommended to the Legislative Council.
As a result of comments by Senator Lind, the Committee discussed the expansion of the charge of the Local Infrastructure Needs Study Committee to include recommendations by the study committee for a system of prioritization or a selection process for infrastructure projects. After discussion, it was agreed unanimously by the Committee members to expand the charge of the study committee to include such recommendations.
Representative Van Maanen noted the Committee had received a request from Senator Rife and a similar request from former State Representative Betty Jean Clark regarding a reparative probation program. At the behest of Representative Van Maanen, the Committee agreed to add to the charge of the Local Corrections Infrastructure and Crime Prevention Review Study Committee provision for a review of the Vermont Reparative Probation Program and for recommendations as to use of the program in Iowa. The Committee also agreed to recommend an additional meeting day for that committee.
With the adopted amendments, the establishment of the proposed study committees was approved unanimously for recommendation to the Legislative Council.
3. Additional Study Committee.
Starting with Senator Husak's questions as to why a study of property tax was not included, the Committee discussed the need for a property tax study and the potential membership makeup. After the discussion, it was agreed that a property tax study be recommended with a charge that was contained in S.F. 2449, as passed by the Senate. The Committee agreed to include in the charge a requirement that the study committee consult with specific organizations during the study. Senator Rife suggested the charge address goals of property tax simplification, equity, and reduction and the suggestion was accepted without objection.
A list of the interim studies recommended by the Studies Committee is attached to these minutes.
4. Materials Filed With the Legislative Service Bureau.
a. Proposed 1996 Interim Studies, submitted by Chairperson Horn and Vice-chairperson Gipp.
b. A request for a study of the Vermont Reparative Probation Program, submitted by Senator Rife.
c. A request for Legislative Council funding for the "Interpretive Services Study" described in S.F. 2448, submitted by the Deaf Services Commission.
d. A request for the Committee to study compensation of the various judges and magistrates, submitted by the Iowa Association of Judges of Limited Jurisdiction.
e. A list of guidelines for 1995 and 1996 interim study committees adopted by the Legislative Council on June 14, 1995.
f. A summary compilation of legislative study requirements and requests prepared by the Legislative Service Bureau.
