Advisory Commission on Intergovernmental Relations

(Chapter 28C of the Code of Iowa sunset on July 1, 1995. The Legislative Council continued the Commission as an interim committee.)


Committee Charge

Monitor and foster intergovernmental cooperation by, among other steps, researching topical and pertinent issues including completion of the 1994 Mandate Study. The group, whose members represent state and local governments and councils of government, should make recommendations to improve intergovernmental cooperation and may look at: current pattern of local government structure; powers and functions of local governments, including their fiscal powers; existing, necessary, and desirable relationships among local governments and the state; necessary and desirable allocation of state and local fiscal resources; necessary and desirable roles of the state as the creator of local governmental systems; and special problems in interstate areas facing their general local governments, interstate regional units, and areawide bodies. The studies, where possible, shall be conducted in conjunction with studies of commissions on intergovernmental relations of other states.
