COMMITTEE BUSINESS
- 1. Procedural Business.
- The second meeting of the Studies Committee of the Legislative Council for 1995-1996 was called to order by Chairperson Senator Wally Horn at 2:17 p.m. on Wednesday, November 29, 1995, in Room 22 of the State Capitol Building in Des Moines, Iowa.
Senator Boswell moved that the minutes of the June 14, 1995, meeting be approved as distributed. Without dissent, the motion was approved.
The Committee adjourned at 2:32 p.m.
- 2. Appointments to Statutory Committees.
- Chairperson Horn noted that by law the Legislative Council makes appointments to the Brushy Creek Trails Advisory Committee, County Finance Committee, and the City Finance Committee. It was recommended, without dissent, that the bipartisan leadership of each house be authorized to make the appointments on behalf of he Legislative Council.
- 3. Requests from Interim Committees.
- The next item on the agenda involved requests received from existing interim study committees. Each request was approved without dissent.
- a. Meeting Deadline Extensions. Livestock Production, Nonbusiness Taxation, and One-Call Study Committees. These committees each asked for authority to meet for one day beyond the November 24 final meeting deadline established for all committees by the Legislative Council. It was explained that the committees were late in getting started because of late appointment of the membership and the availability of the speakers.
- b. Consultant Costs. The Business Taxation Study Committee sought a deadline extension and approval to make payment from previously authorized funding of the costs of a consultant. The previously authorized funding was $100,000 but not more than $10,000 was projected to be needed for the consulting assistance.
- c. Additional Meeting Day. The Study Committees on Alternative Energy Production, Housing Development, and Public Retirement each requested an additional meeting day as well as the deadline extension.
- d. Recommendation. After recommending approval of the requests of the committees, the Studies Committee also recommended the committees be directed to hold their final meetings by January 19, 1996.
- 4. Additional Study Committees.
- The Committee discussed the need for recommending the creation of two new interim study committees. After deciding that the new committees meet during the legislative session no later than January 19, 1996, the Committee recommended authorization for establishing an Excursion Gaming and Casino Enforcement Activities Study Committee and a Driver's License Pilot Project Study Committee.
A copy of the Committees' recommendations is attached and by this reference made a part of these minutes.
- 5. School Finance Analysis Model Request.
- The Committee considered a request for the Legislative Council to authorize an expenditure of $60,000 to pay one-third of the cost of funding a pilot project which is sponsored in part by the U. S. Chamber of Commerce, in which 12 school districts of various enrollments located throughout Iowa would provide data for a school finance analysis model. It was noted that the State Department of Education would oversee the project and that small school districts would not be able to set up pilot projects on their own because of the costs involved. After some further discussion, it was decided that no action be taken.
- 6. Materials Filed with the Legislative Service Bureau.

- b. Memoranda prepared by staff members of the Legislative Service Bureau making requests to the Studies Committee on behalf of the following study committees:
- Livestock Production Study Committee.
- Nonbusiness Taxation Study Committee.
- One-call Statewide Underground Facility Notification Study Committee.
- Business Taxation Study Committee.
- Alternative Energy Production Study Committee.
- Housing Development Study Committee.
- Public Retirement Systems Study Committee.
- c. The request for funding of the school finance analysis model.
